Book excerpt: Antisemitism casts a long shadow on Jewish people's chances to enjoy their legally guaranteed rights to human dignity, freedom of thought, conscience and religion, and non-discrimination. The daily insults, discrimination, harassment and even physical violence, with which Jewish people across the European Union (EU) must contend, show few signs of abating, despite EU and EU Member States' best efforts. Nevertheless, little information exists on the extent and nature of antisemitic crimes to guide policy makers seeking to effectively fight these crimes. This FRA survey is the first ever to collect comparable data on Jewish people's experiences and perceptions of antisemitism, hate-motivated crime and discrimination across a number of EU Member States, specifically in Belgium, France, Germany, Hungary, Italy, Latvia, Sweden and the United Kingdom. Its findings reveal a worrying level of discrimination, particularly in employment and education, a widespread fear of victimisation and heightening concern about antisemitism online. By shining light on crimes that all too often remain unreported and therefore invisible, this FRA report seeks to help put an end to them.

Book excerpt: This report presents the results of a Special Eurobarometer survey which was carried out between 4 and 20 December 2018. Interviews took place in the 28 Member States of the European Union. On 6 December 2018, the European Council unanimously adopted a declaration on the fight against antisemitism and the development of a common security approach to better protect Jewish communities and institutions. This declaration invites Member States and the European Commission to take practical steps to better protect the Jewish community in Europe and to continue their fight against antisemitism. On 10 December 2018, the EU Fundamental Rights Agency - upon request of the European Commission - published the biggest survey ever conducted of Jewish people's perceptions and experiences of antisemitism. The survey was conducted in 12 EU Member States which are home to over 96% of the EU's Jewish population. The findings show that Jews across the EU experience antisemitism in different forms which hinders people's ability to openly display their Jewish identity free from fears for their security. Antisemitism remains pervasive across the EU and has even become normalised. This Special Eurobarometer survey on "perceptions of antisemitism" presents a snapshot of the way Europeans perceive antisemitism. This report is divided into three chapters: - The first chapter considers whether Europeans feel that antisemitism in general, and nine of its possible manifestations are a problem in their country. It also addresses whether they perceive antisemitism as having increased or decreased in their country over the past five years; - The second chapter focuses on knowledge of and education about Jewish communities and antisemitism, and in particular on the extent of information about the history, customs and practices of European Jewish people. This chapter also addresses Europeans' awareness of the legislation combating antisemitism, and adequacy of education about the Holocaust provided by schools in their country; - In the third and final chapter, the focus shifts to the influence of conflicts in the Middle East on the way European Jewish people are perceived in the European Union.

The desire to counter antisemitism was a significant impetus toward the formation of the EU in the twentieth century and now prejudice against Jews threatens to subvert that goal in the twenty-first. The European Union, Antisemitism, and the Politics of Denial offers an overview of the circumstances that obliged European political institutions to take action against antisemitism and considers the effectiveness of these interventions by considering two seemingly dissimilar EU states, Austria and Sweden. This examination of the European Union’s strategy for countering antisemitism discloses escalating prejudice within the EU in the aftermath of 9/11. R. Amy Elman contends that Europe’s political actors have responded to the challenge and provocation of antisemitism with only sporadic rhetoric and inconsistent commitment; this halfhearted strategy for countering anti-Semitism exacerbates skepticism toward EU institutions and their commitment to equality and justice. This exposition of the insipid character of the EU’s response simultaneously suggests alternatives that might mitigate the subtle and potentially devastating creep of antisemitism in Europe. The author offers a new approach insofar as scholarly considerations of the EU’s attempts to combat racism rarely focus on antisemitism, while scholarship on antisemitism rarely considers the political context of the European Union.

Looking for insights into the views and rationales of young Muslims toward Jews, Günther Jikeli and his colleagues interviewed 117 ordinary Muslim men in London (chiefly of South Asian background), Paris (chiefly North African), and Berlin (chiefly Turkish). The researchers sought information about stereotypes of Jews, arguments used to support hostility toward Jews, the role played by the Middle East conflict and Islamist ideology in perceptions of Jews, the possible sources of antisemitic views, and, by contrast, what would motivate Muslims to actively oppose antisemitism. They also learned how the men perceive discrimination and exclusion as well as their own national identification. This study is rich in qualitative data that will mark a significant step along the path toward a better understanding of contemporary antisemitism in Europe.
