Higher education gets a bad rap these days. The public perception is that there is a growing rift between public universities and the elected officials who support them. In What's Public about Public Higher Ed?, Stephen M. Gavazzi and E. Gordon Gee explore the reality of that supposed divide, offering qualitative and quantitative evidence of why it's happened and what can be done about it. Critical problems, Gavazzi and Gee argue, have arisen because higher education leaders often assumed that what was good for universities was good for the public at large. For example, many public institutions have placed more emphasis on research at the expense of teaching, learning, and outreach. This university-centric viewpoint has contributed significantly to the disconnect between our nation's public universities and the representatives of the people they are supposed to be serving. But this gulf can only be bridged, the authors insist, if people at the universities take the time to really listen to what the citizens of their states are asking of them. Gavazzi and Gee draw on never-before-gathered survey data on public sentiment regarding higher education. Collected from citizens residing in the four most populous states—California, Florida, New York, and Texas—plus Ohio and West Virginia, the authors' home states, this data reflects critical issues, including how universities spend taxpayer money, the pursuit of national rankings, student financial aid, and the interplay of international activities versus efforts to create "closer to home" impact. An unflinching, no-holds-barred exploration of what citizens really think about their public universities, What's Public about Public Higher Ed? also places special emphasis on the events of 2020—including the COVID-19 pandemic and the worst racial unrest seen in half a century—as major inflection points for understanding the implications of the survey's findings.

Book excerpt: This study examined the perceptions representatives of southeast Missouri have towards higher education; specifically whether or not participants view higher education attainment as a private good or a public good. The researcher employed a quantitative research approach and collected data, via survey, from 400 participants currently residing in the target region. From these surveys a series of conclusions were drawn based upon demographic and socioeconomic characteristics of the sample population and data examined through descriptive analyses, correlational analyses, and analysis of variance testing. The research showed that representatives of southeast Missouri perceive attainment of a Bachelor’s degree or higher as more of a public good than a private good. Correlational analysis indicated that the more participants perceived higher education as public good, the more value they placed on higher education attainment. Significant differences among individual perceptions were identified based on gender, income bracket, perceived socioeconomic status when an adolescent, and education level. From these relationships a series of conclusions are drawn concerning the perceptions representatives of southeast Missouri have towards higher education.

Book excerpt: This dissertation reports on three empirical studies relating to public attitudes and beliefs about higher education. Despite much research documenting the material returns to college, we know less about what people think about college, and whether public beliefs line up with scholarly understandings of college and empirical patterns. Further, sociological research on education considers the role of attitudes and beliefs in elementary and secondary educational outcomes, but we know less about attitudes and beliefs related to postsecondary education. This dissertation address questions related to these gaps in scholarly knowledge. The first study draws on two national survey datasets to investigate public beliefs about the necessity of college for success and whether college is worth the cost. Analyzing both quantitative and qualitative survey data, I find that a plurality believe that college is not necessary but still worth it, while a substantial minority believe that college is neither necessary nor worth it. The second study investigates how public beliefs about students' worthiness of belonging and esteem vary according to their college majors. I use an original experimental survey to demonstrate that students who major in computer science and business are more likely to be offered social inclusion and esteem than students in the arts, humanities, and social sciences. In the third study, I consider how public beliefs about the importance of hard work and grit for educational success match observed patterns. I examine whether grit, a noncognitive trait associated with perseverance and maintenance of interest in a topic, is related to persistence in STEM fields. Using longitudinal survey data from three institutions, I demonstrate that the relationship between grit and STEM persistence varies across educational contexts. In the concluding chapter, I develop three key lessons from these studies and discuss their implications for scholarship and policy: 1) there is a gap between public and expert understandings of the returns to a college education; 2) college majors contribute to social stratification in ways that go beyond traditionally-studied differences in income; and 3) the predictive power of grit for educational success is weaker than prior research and public discourse suggests.
