Book excerpt: Prior research has found that the general public perceives sex offenders negatively as a whole (Edwards & Hensley, 2001). These perceptions have enabled sex offender management policies that create ironic conditions for sex offender rehabilitation and reintegration (Hanson, & Harris, 2000). More recent research has found that when sex offenders are presented as subcategories the public has more varied, though still negative attitudes toward sex offenders (King & Roberts, 2015). Furthermore, a burgeoning area of research has developed around the differentiation of child sex offenders based on the contact that they have had with their victims: non-contact, contact-only, and mixed-contact. The present study examined the effect that contact type has on perceptions of recidivism for child sex offenders, and whether the presentation of statistical information would affect these perceptions. There was a significant differentiation of perceptions of recidivism across contact types. Participant sex had a significant effect such that women perceived sex offenders as more likely to recidivate than male participants. Moreover, presenting statistical information to participants significantly reduced their perceptions of recidivism; although these perceptions remained significantly higher than the empirical data for recidivism. These results have significant implications for outreach programs that may seek to better educate the public about sex offenders and the development of sex offender management policies with a more empirically-based approach.

Book excerpt: The importance of social support in the rehabilitation and reintegration of individuals convicted for sexual offences is undisputed; however, few community members are accepting of these individuals living in their communities, let alone having regular contact with them. Circles of Support and Accountability (CoSA) is a promising reintegration framework whereby community volunteers support individuals convicted for sexual offences to reintegrate safely into the community (R. J. Wilson & Prinzo, 2002). The current research utilised a mixed method approach to investigate volunteers’ motivation to join CoSA, their experiences of volunteering with CoSA, and the effect of the “sex offender” label on community attitudes and willingness to volunteer with CoSA. Part One of the current research included three studies that utilised in-depth semi-structure interviews. Study One (N = 18) investigated volunteers’ motivation to be involved with CoSA. Three key motivations were identified: (i) Restorative and Justice Based Motivation, (ii) Altruistic Motivation, and (iii) Faith Based Motivation. Study Two (N = 18) explored volunteers’ experiences of CoSA, including general experiences and how some volunteers coped with their core member being recalled or reoffending. Findings illustrated how volunteers balanced risk management with providing social support, questioned the place of religion in CoSA, and confronted stereotypes surrounding individuals who have sexually abused. In the event of a core member being recalled or reoffending, findings revealed both the volunteers’ commitment to CoSA and their core member, and the negative impact on volunteers. Study Three (N = 23) explored volunteers’ experiences of training and support, and their perceptions of what contributed to effective circle functioning. Findings highlighted a mixed response to the training and support received, and that identifying suitable core members and volunteers, clear communication, establishing boundaries between circle members, and the presence of an external circle coordinator contributed to effective circle functioning. Part Two of the current research comprised of one study, Study Four, that examined the effect of the “sex offender” label on attitudes and willingness to volunteer with people who have sexually offended, utilising a general community sample (N = 391). Study Four additionally investigated priming effects of labelling versus neutral language on participants own language use. Participants were randomly assigned to either a label condition or a neutral condition and completed an anonymous online survey. The labelling condition utilised labels (e.g., “sex offender”) while the control condition utilised neutral descriptors (e.g., “people who have committed crimes of a sexual nature”). Findings from this study showed that the use of the “sex offender” label was associated with more negative attitudes as measured by the Community Attitudes toward Sex Offenders scale (Church, Wakeman, Miller, Clements, & Sun, 2008), less willingness to volunteer with people who have sexually offended, and primed the voluntary use of labels. Together, findings from the present research advance our understanding of why some people choose to volunteer with a stigmatised population, and the everyday experiences of CoSA volunteers. Moreover, findings offer important insights into how we can promote attitudes that support safe reintegration practices. Preventing reoffending is a core community concern, therefore it is important to find ways of engaging with communities to promote a safe reintegration, and ultimately, desistance from offending.

Book excerpt: Images of the sex offender have changed drastically over time. Several decades ago, sex offenders were perceived as moral agents capable of distinguishing between right and wrong. As time progressed, the idea that sex offenders suffered from a medical condition that predisposed them to commit such crimes became a common belief among the general public. Sex offender laws have historically shifted according to the sentiments of the public. Currently the public tends to perceive sex offenders as being extremely dangerous and more likely to reoffend than other criminal groups. As a result, policymakers enacted laws that dramatically increased specialized control over sex offenders. Policymakers have been able to justify sex offender laws with opinion polls that demonstrated a hardening of attitudes toward criminals among Americans; however, policymakers tend to overlook the complexity of public opinion. Surveys that are typically used by legislators are traditionally broad in nature and fail to capture the complexity with which members of the public perceive criminal justice issues. In order to truly understand public sentiment, it is necessary to expose the underlying rationales and attitudinal orientations of respondents. Hence, the purpose of this study is to further explore sentiments concerning sex offenders by going beyond survey results in an attempt to determine if the fears of the public are based upon a realistic understanding of sex offenders. Specifically, the study focuses on the complexities and underlying logic of punitive and rehabilitative attitudes toward sex offenders.

Book excerpt: Responses to sex offenders often involve collective campaigns that target political and criminal justice systems rather than individual offenders. Scholars have described these community responses as part of a broader moral panic, but that interpretation generally overlooks differences in the form of responses across places. This dissertation uses data from case studies of three California towns to examine how local political and legal contexts contribute to variation in community responses to violent sex offenders. I argue that communities' orientations to authority shape how they respond to perceived injustices. I introduce my main arguments and overarching concepts in chapter one. Then, in chapter two, I explore why communities deploy moral authority in service of their collective goals. Moral authority is an endogenous source of community power, and moral claims emerge within formal institutional contexts that allow for and even encourage morally based arguments. Because these institutions limit the effectiveness of moral claims, communities sometimes turn to other mobilization strategies. Chapter three shows how an orientation to political authority as a source of entitlement contributed to one community rallying around political mobilization. I contrast this case with a second community in which an orientation to political authority as a source of alienation contributed to ambivalence toward political strategies. In chapter four, I argue that the third community's orientation to legal authority as a source of protection contributed to litigation as the centerpiece of their response. I compare this case to the second community in which legal authority was perceived as a source of control, which facilitated indifference toward legal mobilization. This research contributes to a new perspective on participation in moral panic as a contemporary form of civic engagement. By illuminating the social processes underlying the relationships between communities and formal institutions, my findings have implications for understanding community responses to crime, legal and political mobilization, collective action, and social control within communities. More practically, this research can inform discussions about how community members should be involved in decision-making about sex offender reintegration.

The "outsiders" are highly stigmatized deviant groups from which dominant social groups protect themselves. The perceived threat from "outsiders," which is influenced by the media, affects the intensity of social responses to stigmatized groups. One illustration of "outsiders" is sex offenders. They present an empirical example of deviant and stigmatized outsiders. Guided by prior studies of moral panics and stigma, this research investigated responses to sex offenders and the social imposition of stigma. I used a mixed methods approach by analyzing a national, general public opinion survey, and conducted in-depth interviews with men and women in a Midwestern community. The survey findings contribute to the literature on the general public's opinion of sex offenders and sex offender specific laws. By analyzing how community members react to and perceive the threat of sex offenders, the findings illustrated the role of media in shaping perceptions of seriousness of sex crimes. The face-to-face, in-depth interviews with community members revealed that the perceptions of sex offender registration and residency restrictions are too generalized and discriminatory in nature. Interviews with members of a sex offender problem solving court team showed that existing laws provide information for the community. The court team members also claimed that laws impede once-incarcerated sex offenders' opportunities to succeed in making a transition back to their communities. Overall, the interviews illustrated the need to examine whether sex offender specific laws, as they are currently designed and implemented, are fair and in the best interest of public safety. This research provides evidence that law and policymakers could reevaluate sex offender registration and residency restriction laws to find a balance between protecting the community and successfully reintegrating sex offenders released from prison.
