This paper analyses, without condemnation or justification, why and how the military exercises such influence in Turkey and whether it is likely to continue to do so. It argues that the role of the military in Turkey grows out of a specific Turkish context and is more a symptom than a cause of the country's flawed democracy. It examines the Turkish officer ethos, particularly the role of the indigenous ideology of Kemalism, and the broad, though not universal, public mandate for an interventionist role in politics. It contends that the military's influence is neither uniform nor total and that it is more effective at blocking than initiating policy; thus creating a system in which civilian authority is primary rather than supreme. It analyses the mechanisms through which the military attempts to shape policy, and demonstrates how its influence depends more on its informal authority than legislated rights or responsibilities. The paper suggests that fears of threats to national security resulting from the reforms required for EU accession have made the military more, not less, reluctant to withdraw from the political arena. It concludes that, regardless of the future of Turkey's candidacy, such a withdrawal will be a slow and gradual process, dependent more on changes in Turkish social and political culture and the perceived security environment than in the military itself.

Given the absence of such theories, one could ask what then the best model is for explaining a Turkish citizen’s vote choice and political behaviour, and what schools of thought Turkish political science has. Unfortunately, it is not possible to offer a satisfactory response to either question at this point, and among the clear deficiencies in the current literature the primary one is the lack of a robust model explaining how Turkish citizens form their political attitudes, engage in political participation, or cast their votes. With these important questions in mind, this book aims to generate an interest in the theoretical and methodological tools that one can employ to conduct research contributing to the needs of the literature, particularly in political behaviour and political psychology. This book expands our understanding about the processes and the mechanisms of Turkish political behaviour, and contributes to the foundations of theory building in the literature. This book was published as a special issue of Turkish Studies.

Book excerpt: PREFACE Public opinion polls are one of the popular methods in international relations frequently used by both policy makers and researchers in order to contribute to the making of foreign policy. They can be defined as collecting, recording, classifying and presenting the necessary information in an objective way in order to identify the conditions, behaviour, expectations, tendencies, thoughts and needs of the people who make up the whole or a part of the public, depending on their social, economic, political and cultural activities. It should be pointed out that public opinion polls are can be various by their subjects, sizes, budgets or methods etc. This research seeks to put forward the perceptions of university students on Turkish Foreign Policy (TFP). In the case of Erzurum, the survey has been shared students who continue their education at all levels at the Ataturk University and Erzurum Technical University. The survey was accessible between April 8, 2022, and October 23, 2022. 639 students responded it. Their responses not only were presented in tables and graphics, but also were evaluated quantitatively to find out which factors are efficient to determine perceptions of university students. In connection with this study, it was aimed to collect the responses from students participating in the research at a local level according to scientific standards, and to create datasets that can be used in future large-budgeted studies. We all owe participants a great debt of gratitude for their frank responses. Without their precious time, this research cannot be completed. We also many thanks the project1 team (Asst Prof. Esra Yıldız ÜSTÜN and Assoc Prof. Ali Servet ÖNCÜ) and post-graduate students (Kübra, Aleyna, Aymila, İbrahim and Betül) for efforts throughout the data collection. After the narrowly averted "train crash" over Cyprus in 2006, the second election victory of the Justice and Development Party in July 2007 opened new prospects for Turkish-EU relations. But in an EU emphasising a collective identity based on shared civilisational values, Turkey’s European credentials have been increasingly called into question. Amending national identity through political change has become the key to the success or failure of the Turkish integration project. This volume examines the EU role in strengthening the domestic pro-reform coalition within Turkey, the paradox - and potential limits - of Turkey’s europeanising Islamists, and the impact of Europeanisation through conditionality, including a case study of Turkish policy towards the Cyprus Question. Also addressed are the Western stereotypes of Turkish identity influencing the country’s EU prospects, notably concerning the role of Islam in precipitating acts of political violence and its association with sexual and political violence in the discourse of European opponents of Turkish accession. Finally, the dynamics of EU accession negotiations are analysed and the potential role of a norm-driven rhetorical strategy in promoting Turkish accession as a moral and democratic imperative is discussed.

Concentrating on the electoral weaknesses of the Turkish centre-left, represented by the Republican People’s Party (CHP), Sinan Ciddi examines the roles of nationalism and the political establishment and the role of Kemalist ideology. Established by Kemal Ataturk, the CHP is seen to be the founding party of modern Turkey. Kemalism sought to create a secular and democratic society based on the principles of republicanism, populism, secularism, nationalism and revolutionism. Although this leftist ideology became an integral part of Turkish politics by the early 1960s, it has remained a comparatively weak representative movement. Its strong ideological stance advocates an authoritarian and exclusionary position, particularly in relation to matters such as multiculturalism and democratisation, fuelling many debates concerning the role of religion and nationalism within Turkey and perpetuating elements of xenophobia and intolerance.
