Drawing on historical and empirical research methods the book arises out of an ethnographic study, which investigates the extent to which the policy of integrazione scolastica can be considered an inclusive policy. The author poses two fundamental questions: why are there episodes of micro-exclusion and discrimination against disabled pupils still taking place in regular schools after more than 30 years have passed since the enactment of such a progressive policy? Can the policy of integration lead to the development of inclusion in Italy? The research findings presented in the book indicate that exclusion and discrimination towards disabled pupils in education do not result from a lack of implementation of the policy at a school level, rather from the perpetuation of dominant discourses, which construct disability as an individual deficit. The book does not deny the progress made in the country following the application of this anti-discriminatory policy; rather it challenges the hegemonic abilist culture and the traditional perspectives of disability and schooling that undermine the development of inclusive education. After having investigated the theoretical premises of the policy of integration, the author argues that this progressive policy is still rooted in a special needs education paradigm and that what was once a liberating policy has been transformed into a hegemonic tool which still manages, controls and normalizes disability leaving school settings and teaching and learning routines unchanged. She finally argues for a human rights approach for the development of an inclusive school for the 21st century. The book is an essential reading for academics, policy makers, researchers and students involved in education as it links ideological pressures to practical analyses.

Book excerpt: In this book, Christina Zuber outlines a theory of ideational policy stabilization to explain stable policy choices despite changing incentives. Historical legacies are frequently invoked in popular and academic accounts of the politics of migration, but the mechanisms of transmission are left underspecified. This work contributes to research on migration and to theories of public policy by arguing that the missing link between past events and present choices is ideational: initially a historical constellation of interests leads actors to defend policy ideas that match the historical environment, but over time, ideas can detach themselves from interests and stabilize into societal dispositions (shared values and identities). This occurs if elites build a discursive consensus around a policy idea, and if bureaucrats develop concomitant policy practices. The book's empirical section analyses ideational stabilization in Catalonia (Spain), which takes an inclusive approach to immigration, and in South Tyrol (Italy), where immigration is framed as a threat. The comparison shows that these differences can be explained by the political economy of historical industrialization and internal migration. Catalans were in the driving seat of industrialization, receiving unskilled migrant workers from the rest of Spain to boost their own economy. South Tyroleans, on the other hand, were in the passenger seat, perceiving incoming Italians as colonizers. Over time, socioeconomic conditions changed, and internal migration was replaced with international migration. Yet with historical ideas having stabilized into dispositions, political and administrative elites continued to understand immigration through the now-obsolete perspective of economic opportunity in Catalonia and ethnic competition in South Tyrol. Book excerpt: This open access book deals with the methods and the results of the third Italian national forest inventory (INFC2015). Arma dei Carabinieri is entrusted with the realisation of the National Forest Inventory and with the decisions about the aims of the survey and data treatment. National forest inventories produce statistically based information on forests over country areas. Such information is used either at subnational or at supranational level in a great number of spheres and processes, included possibility to depict the status of the world forests. Italy conducted its first forest inventory in 1985 and in 2001 a permanent national forest inventory was launched to have periodically updated statistics. Due to the growing concern about the environment and especially the climate change, estimating forests carbon pools was a stated main objective and it was accordingly named Italian National Inventory of Forest and Forest Carbon Pools (INFC). The book begins with a description of the general organisation, the definitions, the methods and the estimation procedures. It proceeds showing the main estimates produced by INFC2015, in tables that are given in the book chapters. The estimates are presented through texts that introduce the subject matter, explain the way the related variables were surveyed and comment on the main outcomes with the help of graphics. The estimates presented include forest area, management and production, biodiversity and protection, forest health, protective and socio-economics functions. Role of forest in the carbon balance was analysed in a specific Chapter, as this is important for its role in the climate change mitigation. The book ends providing an understanding of the current dynamics of Italian forests by comparing the estimates obtained from INFC2005 and INFC2015, the last two national surveys.
