Book excerpt: This book investigates the relationship between information communication and community development in China in the new media age, drawing on theoretical resources from journalism, communication, urban sociology, community management, and the activities of social movements. Contrasting existing scholarship that centers on new technologies and virtual aspects of today’s communication, the study highlights community residents’ daily praxis in real social spaces and the interaction between online and offline communications. Through content analysis, case studies, questionnaire surveys, and in-depth interviews, the author explores the social engagement of communication in public expressions and negotiations among Chinese urban communities. From micro, meso, and macro levels respectively, three interactive mechanisms are discussed: (1) media use and social consciousness and mobilization; (2) new media and changes in community governance; and (3) state-community interplay. Based on these mechanisms, the author proposes the idea of “the construction of grassroots social communication”, exploring approaches to the modernization of social governance and attainment of social interests by optimizing information communication. Communication and Community in the New Media Age will appeal to academics and students studying communication and social transition in China, new media and society, urban sociology, and public governance.

Social participation is defined as empowering people, communities and civil society, through inclusive participation in decision-making processes that affect health, across the policy cycle and at all levels of the system. It is core to primary health care and promotes equitable progress towards universal health coverage, producing more responsive health policies and programmes, and helping to foster population trust with the health system. While Member States have endorsed the principle of social participation, translation into practice has been inadequate. The following priority actions are identified: (a) Strengthen government capacities to design and implement social participation (b) Secure equitable, diverse and inclusive representation (c) Ensure that social participation informs decision-making for health across the policy cycle (d) Systematize and sustain regular social participation, including through legal frameworks (e) Invest adequate, stable and predictable financial resources for social participation (f) Facilitate capacity strengthening and financial resources for civil society (g) Monitor and use data and evidence routinely to evaluate participatory processes and their impact on decisions made.

Book excerpt: This article argues the position that the symbolic sense of community is a product of action by associations and larger community-based organizations. It draws on a theory from urban sociology called “the community of limited liability.” In the past this theory, first articulated by Morris Janowitz, has mostly been used to argue that residents living in a local neighborhood feel a sense of identification with that area to the extent that the symbolism of that neighborhood has been developed. This article extends Janowitz’s theory to apply to local associations and their efforts to create activities, movements, and products that encourage residents to expand their sense of symbolic attachment to a place. We argue that this organizational method has long been used by local associations but it has not been recognized as an organizational theory. Because associations have used this approach over time, communities have a historical legacy of organizing and symbol creating efforts by many local associations. Over time they have competed, collaborated, and together developed a collective vision of place. They also have created a local interorganizational field and this field of interacting associations and organizations is dense with what we call associational social capital. Not all communities have this history of associational activity and associational social capital. Where it does exist, the field becomes an institutionalized feature of the community. This is what we mean by an institutional theory of community.
