Handsome, young and debonair, with the common touch, he was a successful minister in the early 1920s and seemed full of promise when he became Prime Minister in 1925 on the death of W.F. Massey. Sovnarkom co-ordinated the work of the commissariats (later to be called ministries) and supervised the implementation of the policies of collectivization and industrialization. It was intimately connected with the Great Purge as the heads of the secret police were commissars. Using recently available archival sources, the working of the institution and changes in its structure and membership are examined, as is the political history of the institution, including the parts played by Molotov, Ordzhonikidze, Kaganovich and other major politicians who were members during the critical decade in this development of Stalinism.

As such, the authors offer new entryways into thinking about politics and economy through a "bloodscape of difference": different sovereignties; different proportionalities; and different temporalities. These entryways allow the authors to explore the relation between blood's utopic flows and political clottings as it moves through time and space, conjuring new kinds of social collectivities while reanimating older forms, and always in a reflexive relation to norms that guide its proper flow.
