Guardiancich employs a historical institutionalist framework to analyze the policies, actors and institutions that characterized the period between the collapse of socialism and the global financial crisis of 2008-2011. He argues that viable pension reforms should not be seen simply as an event, but rather as a continuing process that must be fiscally, socially and politically sustainable. In particular, the primary goal of a pension scheme is to reduce poverty, provide adequate retirement income and insure against the risks of old age within given fiscal constraints, and this will happen only if the scheme enjoys continuing political support at all levels. To this end the author individuates those institutional characteristics of countries that increase the consistency of reforms and lower the likelihood of policy reversals in time. Book excerpt: The retirement of the baby boom generation is a profound threat to the structure and organisation of continental European retirement systems. Whereas the German financial system, for example, has been often favourably compared to the Anglo-American system of corporate governance, it is argued in some quarters that it will have to become far more quot;Americanquot; if current living standards are to be maintained. The paper begins by suggesting that these issues should be taken seriously by economic geographers; we have a distinctive perspective that should not be lost in the more general debate. Subsequently, the paper focuses on three threads or themes. Why the demographic crisis is a crisis not just a transition; why global finance is deeply implicated in any European solution to the demographic crisis, and; whether continental European countries will be able to maintain their inherited retirement income systems in the face of competition from the Anglo-American model. Unfunded social security benefits threaten the economic welfare of all citizens; those that will be retired and those that will continue working over the next 20 to 30 years. Proffered solutions tend to rely upon the market rather than the state, and tend to match or mimic Anglo-American financial practices. This does not mean that continental Europe need converge upon the Anglo-American system of finance and retirement income provision. But it does seem highly likely that continental European countries will seek solutions that draw upon aspects of this system. Rather than thinking of convergence to the Anglo-American model as the most likely outcome, and rather than thinking of continuity of difference between systems as a viable scenario, European countries will in some way or another be forced to seek accommodation with global finance. Whether continental Europe will be able to hold global finance at bay remains to be seen. Global finance may penetrate national economic and social systems far deeper than ever intended.

The rapidly aging populations of many developed countries--most notably Japan and member countries of the European Union--present obvious problems for the public pension plans of these countries. Not only will there be disproportionately fewer workers making pension contributions than there are retirees drawing pension benefits, but the youth-to-age imbalance would significantly affect the total contributive capacity of future generations and hence their total income growth. In Children and Pensions, Alessandro Cigno and Martin Werding examine the way pension policy and child-related benefits affect fertility behavior and productivity growth. They present theoretical arguments to the effect that public pension coverage as such will reduce aggregate fertility and may raise aggregate household savings. They argue further that public pensions, as they are currently designed, discourage parents from private human capital investment in their children to improve the children's future earning capacity. After an overview of pension and child benefit policies (focusing on the European Union, Japan, and the United States), the authors offer an empirical and theoretical analysis and a simulation of the effects of the policies under discussion. Their policy proposals to address declines in fertility and productivity growth include the innovative suggestion that relates a person's pension entitlements to his or her number of children and the children's earning ability--proposing that, in effect, a person's pension could be financed in part or in full by the pensioner's own children.
