Book excerpt: This paper reviews the public pension schemes and the pension models used for the projections carried out by the Economic Policy Committee and the European Commission on age-related expenditure in 2005. The pension schemes are described as they were in force in 2005, including the effects of pension reforms enacted by mid-2005 even though the implementation of reforms would occur over a longer period of time. This reflects the practice applied in the projections as to what was included in the projections. While the pension expenditure projections covered apart from public pensions also statutory private funded pensions and in some countries occupational pensions, the paper focuses primarily on public pension schemes. These constitute the predominant part of pension expenditure in almost all Member States and they were the primary target of the exercise. While a great deal of the projection exercise was done in a centralised way, notably population, labour force and macroeconomic projections, pension expenditure were projected by national authorities by using their national models in order to benefit of the country-specific knowledge on greatly differing pension systems and to improve the accuracy of the projections for pensions. This paper aims at contributing to the comparability of the pension projections across Member States and to make the projections transparent and better understandable through country-specific descriptions of the pension systems and the models used for the projection exercise.

The new pension concept was born in the early 1990s, implemented from the mid-1990s in Italy, Latvia, Poland and Sweden, legislated most recently in Norway and Egypt and serves as inspiration for other reform countries. This innovative unfunded individual account scheme created high hopes at a time when the world seemed to have been locked into a stalemate between piecemeal reforms of ailing traditional defined benefit schemes and introducing pre-funded financial account schemes. The experiences and conceptual issues of NDC in its childhood were reviewed in a prior anthology (Holzmann and Palmer, 2006). This new anthology published in 2 volumes serves to review its adolescence and with the aim of contributing to a successful adulthood. Volume 1 on Progress, Lessons, Implementation includes a detailed analysis of the experience and the key policy lessons in the old and new pilot countries and the implementation of NDCs elements in other reform countries. This volume 2 on Gender, Politics, Financial Stability includes deeper and new analyses of these issues that found little or no attention in the 2006 publication. The gender perspective includes 5 chapters with, perhaps, the most complete discussion on gender and pension issues available to date. The financial stability perspective addresses in 6 chapters critical micro- and macroeconomic aspects such as the balancing mechanism, the use of a reserve fund, the handling of legacy costs, and technicalities related to the management of the longevity risk when designing annuities. While the 2 volumes address many issues it also opens a number of new questions for which good answers are not yet readily available.

Book excerpt: Detailed research on the UN Model Convention’s unique features The UN Model Convention has a significant influence on international tax treaty practice and is especially used by emerging and developing countries as a starting point for treaty negotiations. Driven by the aim to achieve consistency in the international tax treaty practice, the structure and content is, to a large extent, similar in the UN Model and the OECD Model. However, whereas the OECD has historically focused its efforts on issues mainly relevant for developed countries, the UN Tax Committee has continuously attempted to specifically take into account tax treaty policies for developing countries when drafting and amending the UN Model Convention. Compared to the OECD Model Convention, the UN Model Convention aims at giving more weight to the source principle. Popular examples are the PE definition in the UN Model which provides for a lower threshold than Article 5 of the OECD Model or Article 12A on Fees for Technical Services which has been introduced with the latest amendment of the UN Model Convention 2017 and allows for a withholding tax to be levied on payments to non-residents when the payer of the fee is a resident of that contracting State irrespective of where the services are provided. Interestingly, in the discussions of the tax challenges arising from the digitalization of the economy, the OECD and the G20 are also exploring options to allocate more taxing rights to the jurisdiction of the customer and/or user, i.e., the ‘market jurisdictions’. As this has traditionally been the focus of the UN Model Convention, its unique features and developing countries’ practices could be taken into account when exploring new nexus rules that are not constrained by the physical presence requirement. This book contains the master’s theses of the full-time LL.M. program 2018-2019 for which ‘Special Features of the UN Model Convention’ has been chosen as the general topic. With this book, the authors and editors do not aim at discussing each article of the UN Model Convention but rather focus on the unique features of the UN Model Convention, which are explored in detail. Book excerpt: This book traces and analyzes the legislation and implementation of pension reforms in four Central, Eastern and Southeastern European countries: Croatia, Hungary, Poland and Slovenia. By comparing the political economy of their policymaking processes, it seeks to pinpoint regularities between institutional settings, actor constellations, decision-making strategies and reform. Guardiancich employs a historical institutionalist framework to analyze the policies, actors and institutions that characterized the period between the collapse of socialism and the global financial crisis of 2008-2011. He argues that viable pension reforms should not be seen simply as an event, but rather as a continuing process that must be fiscally, socially and politically sustainable. In particular, the primary goal of a pension scheme is to reduce poverty, provide adequate retirement income and insure against the risks of old age within given fiscal constraints, and this will happen only if the scheme enjoys continuing political support at all levels. To this end the author individuates those institutional characteristics of countries that increase the consistency of reforms and lower the likelihood of policy reversals in time. Pension Reforms in Central, Eastern and Southeastern Europe will be of interest to students and scholars of political science, political economy, social policy and economics.

Book excerpt: Since the 1990s, and increasingly so, European welfare states have been undergoing fundamental change. The analysis presented in this book shows that these changes may be interpreted as a paradigmatic shift of European societies, since fundamental concepts, principles and societal effects of welfare institutions have been redefined, reset and rearranged. Given contemporary institutional, economic, social and cultural changes, current post-industrial forms of welfare states are characterised by a very different logic than that which prevailed some 30 years ago. This logic, while being ambivalent in certain areas, brings about highly modified societies. This book provides an understanding and identification of different facets of this paradigmatic shift, in order to contribute to the bigger picture of welfare state and societal change. Rather than referring to persisting differences in welfare state regimes, which are in parts identified here also, it directs its attention towards new and cross-country and cross-regime developments and tensions. The interpretations of welfare state change found in other studies, thereby, are enhanced in original ways. The theoretically-based empirical analysis of welfare state change departs from the generally accepted insight that mature democratic welfare states depend on social cohesion. The central question of this study, therefore, is how emancipatory past and present welfare state regulations are. The results show that the mechanisms, visibility and lines of social inequality differ significantly after three decades of partly fundamental reforms characterized by marketization, fragmentation and equalisation of welfare provision.

This paper takes stock of the adequacy of the system and highlights its challenges. Chile’s defined contribution system was quite influential when introduced, and was taken as an example by other countries. However, it is now delivering low replacement rates relative to OECD peers, as its parameters did not adapt over time to changing demographics and global returns, while informality persists in the labor market. In the absence of reforms, the system’s inability to deliver adequate outcomes for a large share of participants will continue to magnify, as demographic trends and low global interest rates will continue to reduce replacement rates. In addition, recent legislation allowing for pension savings withdrawals to counter the effects from the COVID-19 pandemic, is projected to further reduce replacement rates and increase fiscal costs. A substantial improvement in replacement rates is feasible, via a reform that raises contribution rates and the retirement age, coupled with policies that increases workers’ contribution density.
