As a case study of grassroots community activism during the presidential administration of Ronald Reagan, the struggle known locally as "Dump the Pump" and spearheaded by a nonprofit organization called Del-AWARE supports and provides a regional take on recent scholarship that has illuminated the vibrant underlying dynamics of local civic engagement occurring amid the overshadowing political conservatism of the Reagan years. Also a case study in public history, this thesis demonstrates how collective historical memory fueled not only Del-AWARE's protracted struggle, but its enduring legacy in public policy and community life. It concludes with suggestions for preserving the history of Del-AWARE before it is lost forever.

Book excerpt: For her time, Mira Lloyd Dock was an exceptional woman: a university-trained botanist, lecturer, women’s club leader, activist in the City Beautiful movement, and public official—the first woman to be appointed to Pennsylvania’s state government. In her twelve years on the Pennsylvania Forest Commission, she allied with the likes of J. T. Rothrock, Gifford Pinchot, and Dietrich Brandis to help bring about a new era in American forestry. She was also an integral force in founding and fostering the Pennsylvania State Forest Academy in Mont Alto, which produced generations of Pennsylvania foresters before becoming Penn State's Mont Alto campus. Though much has been written about her male counterparts, Mira Lloyd Dock and the Progressive Era Conservation Movement is the first book dedicated to Mira Lloyd Dock and her work. Susan Rimby weaves these layers of Dock’s story together with the greater historical context of the era to create a vivid and accessible picture of Progressive Era conservation in the eastern United States and Dock’s important role and legacy in that movement.

The construction of homes, businesses, and highways that were signs of the nation's economic prosperity also eroded the presence of agriculture and polluted the environment. This in turn provoked fierce activism from an array of local, state, and national environmental groups seeking to influence planning and policy. Many places can lay claim to these twin legacies of sprawl and the attendant efforts to curb its impact, but, according to John H. Spiers, metropolitan Washington, D.C., in particular, laid the foundations for a smart growth movement that blossomed in the late twentieth century. In Smarter Growth, Spiers argues that civic and social activists played a key role in pushing state and local officials to address the environmental and fiscal costs of growth. Drawing on case studies including the Potomac River's cleanup, local development projects, and agricultural preservation, he identifies two periods of heightened environmental consciousness in the early to mid-1970s and the late 1990s that resulted in stronger development regulations and land preservation across much of metropolitan Washington. Smarter Growth offers a fresh understanding of environmental politics in metropolitan America, giving careful attention to the differences between rural, suburban, and urban communities and demonstrating how public officials and their constituents engaged in an ongoing dialogue that positioned environmental protection as an increasingly important facet of metropolitan development over the past four decades. Book excerpt: The Point Reyes National Seashore (PRNS) is not only a stunning piece of land—the first large national park created from all private lands and the first large park adjacent a major metropolitan center—but the fight to save this fragile ecosystem in the 1960s was a key turning point in the environmental movement and helped transform the political landscape of California and the nation. Saving Point Reyes is an environmental policy history that draws on archival materials, oral histories, and new interviews with veteran federal policymakers to understand how legislative bargaining and grassroots politics succeeded in achieving this victory for environmental protection. Gerald Warburg offers the first political history focused on the battles to preserve the unique series of fragile ecosystems that surround San Francisco and the definitive study of exactly how Point Reyes was saved. Most accounts of this story only focus on the 1962 bill that created the PRNS on 53,000 acres of private lands just north of San Francisco. But that was just the first act in the saga. The passing of the bill only established the park in theory, and the government only controlled 123 acres at Point Reyes. In the months following the signing ceremony, all three of the House, Senate, and White House champions of the Point Reyes legislation died, leaving the PRNS without the leadership necessary to secure the funding to purchase the rest of the land. What followed was an epic public policy battle to save Point Reyes. Local grassroots lobbying organizations arose to advance the cause of PRNS and other environmental campaigns, and their victory in 1970 laid the foundation for future environmental activism. With this new funding, the PRNS expanded to over 71,000 acres, which then grew to 87,000 acres in 1972 with the creation of the Golden Gate National Recreation Area. The legislative bargaining and grassroots politics in the fight to preserve Point Reyes helped create a tipping point, profoundly altering the national environmental movement. Warburg’s deeply researched case study of NGO activism and congressional action is developed through a compelling narrative that offers specific lessons learned and hope for future environmental challenges, from climate policy to public lands preservation.
