The Democracy was never more thoroughly and efficiently organized, but its organization was controlled by those who had made politics a trade, whose livelihood was dependent on political success, and who could not rise above the considerations of selfish ambi tion. Such men could not appreciate the motives which led their fellow Democrats to abandon expediency for patriotism, and to sacrifice their private interests for the public good. Controlling the machinery of the party, they therefore read out their former comrades and leaders, and released from the trammels which the loyalty of the latter would have imposed; they have since then been using the honest masses of the Democracy with the single purpose of furthering their personal advancement, regardless of the ruin which may be entailed upon the country by the gratifica tion of their unholy ambition. As citizens of Pennsylvania, we shall in a few weeks he called upon to decide upon which side our great common wealth is to stand. \ve are to choose a Governor who will represent the second State in the Union during three years which must prove the most momentous in the history of the Republic. The voice of our State is too potential to be lightly disregarded, and it behooves her people to weigh well, how, and in what cause that voice is to be raised. It may prove, in truth, that our coming election may decide not only our own destinies, but those of the whole country; and every voter as he casts his ballot, must be prepared to assume the dread responsibility, not of his own acts, but those of the men whom he will thus assist in elevating to power. It therefore becomes his first and highest duty to learn the objects and purposes of those who solicit his suffrage. Let us then see what the leaders of the Demo cratic party have published as their principles, and let us deduce the results which may be expected from their success. The condi tion was freely assented to, and Mr. Buchanan was ap pointed, not as a Pennsylvanian, but as a citizen from the country at large. It was well known that no motive had such a con trolling weight in reconciling Mr. Buchanan to the sur render of the pleasures and the pursuits of his retirement, as the hope that he might be the means of terminating all our controversies with Great Britain, and satisfacto rily adjusting our relations with that power, in one grand comprehensive treaty, upon a firm, honorable, and enduring basis. N 0 higher consideration could have presented itself to the mind and heart of a patriot; and no less a motive could have induced Mr. Buchanan to again resume a public career, which he had gladly regarded as forever closed. The study of civics is {now receiving increased attention in our schools, particularly since the school laws require that teachers shall have a fair knowledge of civil government, including State and local government. In view of this legislation, a text - book to meet the needs of the schools should treat the local and State government as at least of equal importance with that of the Nation. It has been said that many a youth has grown to manhood with so little ap preciation of the Commonwealth in which he lives as to re gard it simply as a geographical division. The study of the State government and of the National Government are of equal importance. The student of civil government should begin with that which is near at hand and of immediate interest, and proceed to that which is distant and of remote concern. He should not begin with that rare and precious afterthought and flower of government, the Constitution of the United States, but with the material forms that are close at hand. In connection with the ordinary lessons in reading, the children should be made acquainted with words suggesting civic ideas, as cit izen, soldier, officer, law, justice, country, state, city, and nation. Then, in elementary lessons, the children should gain general notions of local government and organization.
