Information is presented on the traffic-control measures being used by states and local agencies to enhance pedestrian safety. Approximately 15 to 20 percent of all highway fatalities are pedestrians, and although most pedestrian accidents occur in urban areas, all agencies should pay more attention to the needs of pedestrians. This report of the Transportation Research Board describes and discusses more than 20 traffic-control measures and their effects on pedestrian safety, including the advantages and disadvantages of each and the conditions under which each is most and least likely to be of benefit.

The evaluation methods report is designed for practitioners (State transportation departments and county or city engineers and planners) but could also be helpful to traffic safety students and researchers. Personnel without specialized statistical analysis skills should be able to use the report. It presents a detailed plan for practitioners to follow from the initial problem identification stages to documenting the evaluation effort. The first step of any evaluation is to clearly formulate the research question by identifying the motorist, pedestrian, or bicyclist behavior that poses a safety or operational problem. Candidate traffic control devices and other countermeasures can then be identified as potential solutions to that problem. The evaluation methods described in this report include user surveys or interviews, visibility studies, driving performance studies, observational traffic studies, and crash analyses. The selection of the appropriate evaluation method will consider cost, time, research aims, and available research equipment and staff.

Road environment, legislation, and enforcement interventions – both alone and in combination with road user behaviour/education remedies –can improve pedestrian safety.

Book excerpt: On July 16, 2003, a 1992 Buick LeSabre was westbound on Arizona Avenue, approaching the intersection of Fourth Street, in Santa Monica, California. A 2003 Mercedes Benz S430 sedan was stopped on Arizona Avenue at the intersection for pedestrians in a crosswalk on Fourth Street. The Buick struck the Mercedes, continued through the intersection, and drove through a farmers' market, striking pedestrians and vendor displays before coming to rest. As a result of the accident, 10 people were fatally injured, and 63 people received injuries ranging form minor to serious. The Buick driver and both Mercedes occupants were uninjured. The major safety issues discussed in this report are the unintended acceleration of the accident vehicle, the adequacy of temporary traffic control measures for the protection of pedestrian traffic in the Santa Monica Certified Farmers' Market, and the need to equip motor vehicles with event data recorders.
