Book excerpt: Toward a Consensus on Military Service: Report of the Atlantic Council's Working Group on Military Service examines the experience and prospects of the U.S. peacetime military volunteer force. It presents a Policy Paper that offers a broad range of recommendations designed both to strengthen that force and to prepare the way, should circumstances require it, for a resumption of compulsory military service. The book begins by providing a geopolitical backdrop for the issues of U.S. military service examined in subsequent chapters. It analyzes basic U.S. national interests, Soviet power and policy, and East-West relations. This is followed by separate chapters on the antecedents of force-manning in the U.S.; current and evolving concepts of U.S. security requirements; the all-volunteer force; and military manpower policies. Subsequent chapters examine long-term military manpower trends and criteria for a peacetime military force; compulsory service options; and social and ethical issues that have colored the historical American debate over how the nation should raise its armed forces in peacetime.

Book excerpt: On April 18, 1906, the most destructive earthquake to ever hit the United States struck the city of San Francisco leaving over 350,000 homeless and a great portion of the city in rubble. The municipal government, unable to handle a disaster of such magnitude, turned to the only remaining organization capable of assisting, the military forces of the Regular Army. The Army responded immediately; assisted in fire fighting, patrolled the city to guard against looting, and provided food, clothing, and shelter to the many homeless. The Army's quick and decisive actions during this great disaster would serve as a precedence for military relief operations in the future. Following a detailed review of the Army's role in the great San Francisco earthquake of 1906, this research project addresses the evolution of the Federal disaster response system with emphasis on how the Department of Defense (DoD), and in particular the Army, is integrated into that system. A review of statutory authorities and how they have evolved serves as the start point. This is followed by an explanation of the roles and responsibilities of the Federal Emergency Management Agency (FEMA); how it came into being; and describes its relationship with DoD and other Federal Agencies. Using the new Federal Response Plan and earthquake preparedness as the vehicle, this paper provides a detailed analysis of current DoD policy and regulatory guidelines, the organization within DoD for domestic disaster response, and describes current planning efforts at both the Forces Command and Continental U.S. Army (CONUSA) levels. The paper concludes by identifying some challenges facing the Army in the future and proposes some recommendations for meeting those challenges.

Book excerpt: GAO reviewed the Army's peacetime screening process to determine whether it effectively identified reservists with civilian occupations that would be critical to private-sector operations during a war effort. GAO found that: (1) the Army did not properly screen reservists who held critical positions in the private sector; (2) many civilian employers were not aware of their opportunity to plan for the loss of mobilized employees or of the military status of their employees; (3) the Army lacked a process to obtain feedback from reservists regarding their employment; and (4) the Department of Defense (DOD) provided no specific guidance for the services to use in screening reservists for nonfederal key employment.

Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Under the model, active-duty personnel would be assigned to civilian settings during peacetime. The study on which this monograph is based explored the feasibility of this model from a civilian perspective, focusing on civilian receptiveness to the proposed arrangement and identifying potential barriers and concerns. The study found that civilian medical organizations are generally receptive to the idea of such a model and that DoD could consider conducting a pilot study to assess the effectiveness of the model in improving military medical readiness.
