The chapters, written by a cross-section of practitioners, diplomats, policymakers, and scholars from the three major powers discussed (United States, China, India) explain the opportunities and risks in the Indo-Pacific region and identify specific naval measures needed to enhance maritime security in the region. Maritime Security in the Indo-Pacific opens by introducing the Indo-Pacific and outlining the roles of China, India, and the United States in various maritime issues in the region. It then focuses on the security challenges presented by maritime disputes, naval engagement, legal issues, sea lanes of communication, energy transport, humanitarian assistance and disaster relief, as well as by nontraditional threats, such as piracy, terrorism, and weapons proliferation. It compares and contrasts the roles and perspectives of the key maritime powers, analyzing the need for multilateral cooperation to overcome the traditional and nontraditional challenges and security dilemma. This shows that, in spite of their different interests, capabilities, and priorities, Washington, Beijing and New Delhi can and do engage in cooperation to deal with transnational security challenges. We'll examine the security, political, legal, and economic drivers of these disputes in our three panels today. The first panel will begin by discussing the broad security situation on the high seas. As China's maritime forces have become more capable over the past decade, Beijing has become more confident in its ability to assert its claims in the disputed areas. Beyond China's "hard" security concerns, however, other domestic, political, and legal elements shape China's policy in the East and South China Seas. Our second panel will consider popular nationalism as one of these elements. It has become a key driver of Chinese foreign policy as personality politics in Beijing has given way to a collective leadership seeking Party legitimacy. We'll conclude with a panel on how resources and economic drivers shape China's maritime disputes. Security of China's near seas is critical to the unimpeded flow of trade and imported energy resources. Though the natural resources in the East and South China Sea undoubtedly shape the security landscape, there appears to be a debate on the centrality of oil and gas resources to the dispute.

First, Asia-Pacific, which covers China, Northeast Asia, and Southeast Asia, is a region with complex currents. On the one hand, there is an unabated region-wide drive for economic development that has been pushing Asia-Pacific forward for decades. On the other, this region is troubled with, aside from many other conflicts, unsettled maritime disputes that have the potential to trigger wars between and among Asia-Pacific nations. Second, on top of these mixed currents, China and the United States compete intensely over a wide range of vital interests in this region. For better or for worse, the U.S.-China relationship is becoming a defining factor in the relations among the Asia-Pacific nations. Third, the U.S. strategic shift toward Asia-Pacific is, as President Obama puts it, not a choice but a necessity. Although conflicts elsewhere, especially the ones in the Middle East, continue to draw U.S. attention and consume U.S. foreign policy resources, the United States is turning its focus toward China and Asia-Pacific. Fourth, in the mid-2000s, the United States and China made an unprecedented strategic goodwill exchange and agreed to blaze a new path out of the tragedy that often attends great power transition. Fifth, at this time of U.S. strategic reorientation and military rebalancing toward Asia-Pacific, the most dangerous consideration is that Asia-Pacific nations having disputes with China can misread U.S. strategic intentions and overplay the ¿U.S. card¿ to pursue their territorial interests and challenge China. Finally, territorial dispute is becoming an urgent issue in the Asia-Pacific.

The situation demonstrates the interplay between maritime nationalism and geostrategic rivalry; fuelling militarisation and endangering freedom of navigation, over-flight and exploitation of natural resources. China’s dedicated "terraclaims", land reclamation and island-building spree – enhanced with military surveillance, communications and logistics infrastructure-building in the form of port facilities, military installations and airstrips – have escalated these tensions. China declares that these territories are an integral part of its "core interests", taking an uncompromising stance on the question of sovereignty and its determination to protect the domain militarily. India, although not a South China Sea littoral state, sees both the general principle of the rules-based order and the specific issue of navigation between the Indian and Pacific Oceans as core to its own national interest. Chakraborti and Chakraborty assess the rationale and implications of India’s strategies and responses vis-à-vis the South China Sea dispute, and their impact on its overall "Act East" initiative in Southeast Asia policy. They also analyse the implications of India’s stance on the Association of Southeast Asian Nations (ASEAN), five member-states of which (Brunei, Indonesia, Malaysia, the Philippines and Vietnam) are involved in territorial disputes with China in the South China Sea. The analysis focuses on the administrative tenures of both the United Progressive Alliance from 2004 until 2014 and the National Democratic Alliance from 2014 onwards.
