Book excerpt: Based upon consideration of United Nation missions to the Congo (1960-64), Somalia (1992-95), and the former Yugoslavia (1992-95) and examination of counterinsurgency campaigns, Mockaitis develops a new model for intervening in intrastate conflicts and commends the British approach to civil strife as the basis for a new approach to peace operations. Both contemporary and historic examples demonstrate that military intervention to end civil conflict differs radically from traditional peacekeeping. Ending a civil war requires the selective and limited use of force to stop the fighting, safeguard humanitarian aid work, and restore law and order. Since intrastate conflict resembles insurgency far more than it does any other type of war, counterinsurgency principles should form the basis of a new intervention model. A comprehensive approach to resolve intrastate conflict requires that peace forces, NGOs, and local authorities cooperate in rebuilding a war-torn country. Only the British have enjoyed much success in counterinsurgency campaigns. Starting from the three broad principles of minimum force, civil-military cooperation, and flexibility, the British approach in responding to insurgency has combined the limited use of force with political and civil development. Carefully considered and correctly applied, these principles could produce a more effective model for peace operations to end intrastate conflict.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

The study looks at the UN through the window of one of its most contentious, yet least understood, practices: active involvement in intra-state conflicts as epitomised by UN peacekeeping. Drawing on the conceptual tools provided by the 'historical structural' approach, this study seeks to understand how and why the international community continuously reinterprets or redefines the UN's role with regard to intra-state conflicts. The study concentrates on intra-states 'peacekeeping environments', and examines what changes, if any, have occurred to the normative basis of UN peacekeeping in intra-state conflicts from the early 1960s to the early 1990s. The first dimension is the civil war itself. The characteristics of the civil war itself are important determinants of a third party’s decision making regarding intervention. The second dimension is the characteristics of intervening states, and includes their capabilities and domestic political environments. The third is the relationship between the host country and the intervening country. These states’ formal alliances and the differences in military capability between the target country and the potential intervener have an impact on the decision making process. The fourth dimension is the relationship between the interveners. This framework of four dimensions proves critical in understanding foreign intervention in civil wars. Based on this framework, the model for the intervention mechanism can reflect reality better. By including the relationships between the interveners here, the book shows that it is important to distinguish between intervention on the side of the government and intervention on behalf of the opposition. Without distinguishing between these, it is impossible to consider the concepts of counter-intervention and bandwagoning intervention.

Instead of inter-state war, intra-state conflicts now constitute the majority of current conflicts. “Global nuclear warfare is no longer the primary international security concern. It has been displaced by [...] excessively violent and destructive intra-state or internal conflicts.” And these conflicts, which would have been regarded as purely internal matters during the Cold War, are now seen as being of international concern. Civil wars which are normally regionalised, are often nevertheless deemed to be a threat to international peace and security. As a result, the international community has become more and more involved in the resolution of civil wars, often by mediating peace negotiations between the parties involved. However, the resolution of civil war is one the most challenging tasks in Conflict Resolution. Only a minority of negotiations result in a lasting peace and only under exceptional circumstances is this achieved without a third party mediating the negotiations. Although many of the attempts to settle civil wars by mediation have failed, it is clear that the involvement of international mediators makes civil war negotiations more likely to succeed and in some cases indeed helps to find long-term solutions to the conflict.
