The article discusses successes and failures, and the role of police, using Kosovo as an example. It is essential to know whether strategies, structures, and methods of military and police interventions are working, and we need to know whether the reform of administration, police and judiciary in the aftermath of an international intervention is sustainable. As peace and justice go together, the role of police reform in the context of the reform of the judiciary is discussed. There is an open clash between the mainstream international understanding of what a “just society” or a society, functioning under the “rule of law” is or should be on one side, and the local understanding of the members of a society, who survived different kinds of suppression and war over years or centuries, often by building up their own informal structures and their own rules of living together. Changes in the police training system (basic and advanced), internationalization of policing due to transnationalization of crime and deviance, new police organizational structures and agencies have impacted new cultures of policing (from exclusively state to plural policing). This timely volume examines developments in the last two decade to learn the nature of these changes within Central and Eastern Europe, and their impact on police culture, as well as on society as a whole. The development of police research has varied widely throughout Central and Eastern Europe: in some countries, it has developed significantly, while in others it is still in its infancy. This work will allow for a transfer of ideas and models of police organization and policing is also need to be studies closely, with an aim to provide consistent and comparable data across all of the countries discussed. Book excerpt: It is the stated intention of this volume on Gender and Nation in South Eastern Europe to challenge the image of an antagonistic "inside" and "outside". The authors do not only argue from various geographical points of view, from within and without the region, including Bulgaria, the Kosovo, Serbia, Romania, Croatia, as well as Austria, Germany and the United States, they also argue from different scientific points of view and scholarly traditions, be it in the vein of Donna Haraway's standpoint of epistemology, a multi-sited ethnography or in reference to dialogical models. They raise their voices on sexist patriarchalism and thus on the relationship of gender and nation on which the specific phenomenon of regional nationalisms is based. The editors subscribe to an open definition of gender as a social and cultural localisation of perceptions of sex. The perception of biological sex is thus not ignored here, on the contrary. Its social and political role is particularly apparent when neo-liberal discourses of masculinity and femininity make reference to a "natural" sex. The question of socio-cultural gender differences, the ideals on which the categories "man" and "woman" are based and their forced or enabled embedding through a regional historical or political environment are thus central. The fact that the understanding of masculinity and femininity varies according to the respective local "reproductive regimes" is self- evident. In Part One, this volume is introduced in two contributions on the theoretical complex of gender and nation. They provide a glance at this web of meanings over time and space and explain why this relationship is so vital, why it inevitably leads to the inclusion of the male self and the exclusion of the female other. Ideological constructions and structural relationships develop and change based on a background of concrete historical events and in the course of specific social transformation processes. The essays in Part Two then delve into a discussion of regional and historical forms and effects. They demonstrate how the relationship has effected the consolidation and national self-definition processes of the countries of South Eastern Europe and to what specific forms of inequality between social and cultural groups this is leading or has led. Historically anchored, the inevitable relationship of gender and nation leads not only to the subordination of women in all nation-states, at the same time it allows nations to develop and survive on the basis of the inequality of the sexes.

The stated goal of the community policing approach is to reduce fear of crime within communities, and to overcome mutual distrust between the police and the communities they serve by promoting police-citizen partnerships. This SSR Paper traces the historical origins of the concept of community policing in Victorian Great Britain and analyses the processes of transfer, implementation, and adaptation of approaches to community policing in Imperialand post-war Japan, Singapore, and Timor-Leste. The study identifies the factors that were conducive or constraining to the establishment of community policing in each case. It concludes that basic elements of police professionalism and local ownership are necessary preconditions for successfully implementing community policing according to the principles of good SSG. Moreover, external initiatives for community policing must be more closely aligned to the realities of the local context.

The end of a war is generally expected to be followed by an end to collective violence, as the term ‘post-conflict’ that came into general usage in the 1990s signifies. In reality, however, various forms of deadly violence continue, and sometimes even increase after the big guns have been silenced and a peace agreement signed. Explanations for this and other kinds of violence fall roughly into two broad categories – those that stress the legacies of the war and those that focus on the conditions of the peace. There are significant gaps in the literature, most importantly arising from the common premise that there is one, predominant type of post-war situation. This ‘post-war state’ is often endowed with certain generic features that predispose it towards violence, such as a weak state, criminal elements generated by the war-time economy, demobilized but not demilitarized or reintegrated ex-combatants, impunity and rapid liberalization. The premise of this volume differs. It argues that features which constrain or encourage violence stack up in ways to create distinct and different types of post-war environments. Critical factors that shape the post-war environment in this respect lie in the war-to-peace transition itself, above all the outcome of the war in terms of military and political power and its relationship to social hierarchies of power, normative understandings of the post-war order, and the international context. This book will of much interest to students of war and conflict studies, peacebuilding and IR/Security Studies in general.

It illustrates the EU’s dynamics of dealing with the local actors through everyday practices, which are understood as informal means or practices of interaction with the local actors in the framework of three key issues of relevance for statebuilding process for the EU: rule of law, reforming public administration and resolving bilateral disputes. The book shows how the EU utilizes everyday practices to influence decision-making process on the part of the government in order to ensure a particular outcome, be that diffusing a norm or promoting its own interests; in doing so, it gives an important insight into what these interests actually are in practice. In providing an insight into how the EU works as a statebuilding actor in practice in the everyday context, it unmasks factors that facilitate the EU’s influence on other countries that it considers to be ‘ailing’, such as Kosovo, in order to secure desired behaviours, decisions, and actions on the part of the local government. It also unmasks the EU’s commitment to being an ethical actor by unearthing practices that undermine local agency, the practical intentions of the EU’s statebuilding intervention approaches, and the reality that hides behind the façade of public statements on the part of the EU and the local government.
