With Durable Peace, Taisier M. Ali and Robert O. Matthews have brought together leading scholars to discuss the experiences of ten African countries — Angola, Ethiopia, Liberia, Mozambique, Rwanda, Somalia, South Africa, Sudan, Uganda, and Zimbabwe — in recovering from violent civil war. In this series of remarkable and thought-provoking essays, the contributors shed light on the process of peacebuilding. Collectively, they demonstrate that if efforts to restore peace in war-torn societies are to be successful, such efforts must be wide in scope, involving security and political issues, as well as economic development and socio-psychological reconciliation. Additionally, they must be extended over long periods of time and, above all else, anchored in the local community. Peacebuilding is a difficult process, subject to frequent setbacks, and sometimes outright failure. Durable Peace concludes that any peacebuilding effort must include at least four building blocks: a secure environment, new political institutions that are broadly representative, a healthy economy, and a mechanism for dealing with injustices of the past and future. How these blocks are put together will vary, but if they are arranged to fit the specific local circumstances, the outcome will likely be self-sustaining peace.

First, it explains why some peace agreements get signed while others do not get signed, and second, why do some of those agreements that get signed not hold to ultimately bring an end to protracted civil wars. In spite of the fact that most mediated settlements of civil wars are not durable, it is still important that we understand why some civil war agreements reach initial steps towards settlement, without which full and durable end of conflict is not possible. To improve our understanding of the process through which civil war agreements are concluded and why some settlements hold while others do not, this study looks at empirical evidence from three mediated sets of peace agreements. The focus is first a series of fourteen agreements that finally ended the first civil war in Liberia in 1997; second, the 1993 Arusha peace accord that failed to prevent the escalation of conflict into genocide in Rwanda; and third, a series of three agreements that were signed but did not initially hold to end the conflict in Sierra Leone. An excellent and thorough study, this book will be a welcome reference for collections in African studies, international peace studies, and political science.

This book, in contrast, focuses on local peace communities facing new challenges and opportunities once a peace agreement has been signed at the national level, such as those in South Africa, the Philippines, Burundi, East Timor, Sierra Leone, and the present peace process in Colombia between the FARC and the Colombian Government. The communities’ task is to make a stable and durable peace in the aftermath of a violent civil war and a deal on which local people have usually had little or no influence. Such agreements seek to involve them in both short and longer term peace-building, and expect local communities to cope with problems of armed ex-combatants, IDPs and refugees, law and order in the absence of much state presence, high unemployment and the need for widespread and massive reconstruction of physical infrastructure damaged or destroyed during the war. How local communities have coped with the demands of “peace” is thus the theme that runs through each of these individual chapters, written by authors with direct experience of grassroots communities struggling with such “problems of peace.” ​

In the African context, it is widely held that conflict resolution is crucial to the emancipation of the African peoples from socio-economic enslavement. Book excerpt: This monograph highlights the necessity for taking preventive measures in the form of peace-building as a sustainable and long-term solution to conflicts in West Africa, with a special focus on the Mano River Union countries. Apart from the Mano River Union countries, efforts at resolving other conflicts in say, Guinea Bissau, Senegal, C?te d'Ivoire and Nigeria, have suffered from a lack of attention on the post-conflict imperatives of building peace in order to ensure that sustainable peace is achieved. Given the often intractable and inter-related nature of conflicts in this region, it argues for the need to revisit the existing mechanisms of conflict resolution in the sub-region with a view to canvassing a stronger case for stakeholders towards adopting the peace-building strategy as a more practical and sustainable way of avoiding wars in the sub-region. Peace-building in consonance with its infrastructure is a more sustainable approach to ensuring regional peace and stability and, therefore, ensuring development for the peoples of West Africa. Dr Osita Agbu is currently a Senior Research Fellow at the Nigerian Institute of International Affairs, Lagos.
