Book excerpt: The book confronts the popular conjecture of a Pax Sinica emerging to replace Pax Americana in the wake of global financial crisis. It argues that by virtue of its overwhelming economic, technological and military clout, US hegemony will continue to prevail, though increasingly less coherently, as China's ascendance as a global power accelerates. The argument is underpinned with analysis of different junctures in China's trajectory towards the status of economic giant, from the tacit creation of the "Greater China" growth triangle and ordeal of the Asian Financial Crisis, through the breakthrough with China’s membership in the WTO and the subsequent large-scale realignment of productive forces in the Asia Pacific region. A chronological approach is combined with topical analysis, focusing in particular on the interplay between economic imperatives and geopolitical dynamics. Taken together, the book provides a highly refreshing and coherent perspective for looking at China arising as a dominant Asia-Pacific power with significant global implications. As an interdisciplinary study it will appeal to scholars and academics, as well as businessmen and government policy-makers interested in Asian and global affairs; and especially to students of economics, politics, international business and globalization studies. Y. Y. Kueh is a Hong Kong-based China expert. Book excerpt: In The End of Pax Americana, Naoki Sakai focuses on U.S. hegemony's long history in East Asia and the effects of its decline on contemporary conceptions of internationality. Engaging with themes of nationality in conjunction with internationality, the civilizational construction of differences between East and West, and empire and decolonization, Sakai focuses on the formation of a nationalism of hikikomori, or “reclusive withdrawal”—Japan’s increasingly inward-looking tendency since the late 1990s, named for the phenomenon of the nation’s young people sequestering themselves from public life. Sakai argues that the exhaustion of Pax Americana and the post--World War II international order—under which Taiwan, South Korea, Hong Kong, and China experienced rapid modernization through consumer capitalism and a media revolution—signals neither the “decline of the West” nor the rise of the East, but, rather a dislocation and decentering of European and North American political, economic, diplomatic, and intellectual influence. This decentering is symbolized by the sense of the loss of old colonial empires such as those of Japan, Britain, and the United States.

Can we predict the future by using the past? And, if so, what might history teach us? With Transition Scenarios, David P. Rapkin and William R. Thompson identify some predictors for power transitions and take readers through possible scenarios for future relations between China and the United States. Each scenario is embedded within a particular theoretical framework, inviting readers to consider the assumptions underlying it.
