In each case, NATO broke the cycle of violence in a matter of weeks and set the conditions for peace. One fact has emerged that no others can lay claim to-NATO produces results.

As part of its commitment to enlargement, it admitted three new members--Poland, Hungary, and the Czech Republic--in 1999 and has plans to admit more countries in the future. NATO's enlargement has profound military implications for the United States and its allies in terms of future planning and shaping strategies. Its enlargement and its transformation, from an organization for the collective defense of its members to one whose mission includes conflict prevention and conflict management throughout Europe (including beyond its treaty area), have both been driven primarily by political imperatives; i.e., not by a sense of direct threat, but by an environment-shaping agenda of democratization and integration. This report develops and applies an analytical framework for thinking about the determinants of future NATO enlargement, the specific defense challenges they pose, and shaping policies that might aid in addressing these challenges. The approximately twelve countries that could conceivably join NATO in the next 10 to 15 years are evaluated according to political, strategic, and military (particularly airpower) criteria to determine where they stand in relation to NATO's established pre-conditions for membership consideration and NATO's strategic rationale for issuing invitations to join. The result is a rating of each potential member's relative readiness for and likelihood of acceding to NATO.

Is the West finished as a political idea? In recent years, observers have begun pointing to signs that this transatlantic community is eroding. When the European Union expanded, the classic European nation state was in decline. Now, nationalism is on the rise. Furthermore, nations within the EU are less willing to cooperate with the US on policies that require sacrifice and risks, such as using military force alongside the US. Today, following the twin shocks of Brexit and Trump's election, the concept of a unified Western transatlantic community seems to be a relic. But, in Pax Transatlantica, the international historian Jussi Hanhimäki explains why the West is far from over. Hanhimäki argues that-despite Trump's inflammatory, dismissive rhetoric-NATO continues to provide robust security for its member states. NATO has survived by expanding its remit and scope, and it is viewed favorably by member states overall. Moreover, the transatlantic relationship boasts the richest and most closely connected transcontinental economy in the world. Despite the potential fallout from current trade wars-especially between the US and China-and the rise of economic nationalism, the West still benefits from significant transatlantic trade and massive investment flows. Lastly, Hanhimäki traces the parallel evolution of domestic politics on both sides of the Atlantic, focusing on the rise of populism. He contends that populism is not causing a rift between the US and Europe. Rather, the spread of populism evinces that their politics are in fact closely integrated. Shifts and even crises abound in the history of the transatlantic relationship. Still, the West endures. Conflicts, rather than undermining the relationship, illustrate its resilience. Hanhimäki shows that the transatlantic relationship is playing out this cycle today. Not only will the "Pax Transatlantica" continue to exist, Hanhimäki concludes, it is likely to thrive in the future.

Professor Barany argues that, once it began, the Alliance should continue the enlargement process. Nevertheless he maintains that only states that satisfy NATO's membership criteria should be allowed to join. Through an extensive analysis of four countries, Bulgaria, Romania, Slovakia, and Slovenia who, at the time of the book's original publication in 2003 were NATO aspirants, Barany demonstrates that they were in several important respects unprepared for membership and that there was no pressing reason for NATO's haste. Barany argues that while NATO should be clear that its doors remain open to qualified candidates, the Alliance should hold off further expansion until prospective members will become assets rather than liabilities.

It is no exaggeration that the whispered conversations within the Pentagon reverberate within the halls of NATO headquarters, so the ultimate decision has the potential to rock the Alliance, no matter how benign it may appear to the United States. In this monograph, the author examines America's choices regarding the basing of ground troops in Europe. He considers three major options available to the United States - complete withdrawal, annual rotations, or restructuring the Alliance to accommodate a smaller U.S. presence. Maintaining the status quo in Europe is not a viable option, since it does not rectify the U.S. over-extension of forces or accommodate the dynamics associated with the war on terrorism. While weighing the advantages and disadvantages of each option, he does not lose sight of the ultimate objective of NATO - to provide credible land power for the full spectrum of operations. The author has expanded his concept of the integrated multinational division by introducing a NATO 3-3 Force Structure concept that rests on a smaller NATO ground force adaptive to the capabilities and wealth of member states; increases interoperability (technologically and procedurally); and supports the expeditionary force structure already in progress by the formal establishment of three standing Combined Joint Task Forces (CJTF).
