It addresses three main themes: a conceptual examination of the way in which hegemony has been justified; a linguistic study of how the notion of pax (usually translated as peace) has been used in ancient and modern times; and a study of the international orders created by Rome and Britain. Using an historiographical approach, the book draws upon texts from Greco-Roman antiquity, and sources from the nineteenth, twentieth and twenty-first centuries to show how the pax ideology has served as a justification for hegemonic foreign policy, and as an intellectual exercise in power projection. From Tacitus' condemnation of what he described as 'creating a wilderness and calling it peace', to debates about the establishment of a Pax Americana in post-Saddam Hussein's Iraq, the book shows not only how the governing elite in each of the three hegemonic orders prescribed to a loose interpretation of the pax ideology, but also how their internal disagreements and different conceptualisations of pax have affected the process of 'empire-building'. Book excerpt: Notwithstanding his contributions to religion, nonviolence, civil rights, and civil disobedience, among other areas, Gandhi's most significant contribution is that as a political philosopher. While he is not often treated as such, Gandhi was, as Anthony J. Parel argues, a political philosopher sui generis, both in his philosophical method of constant self-criticism and his framework of philosophical analysis. Gandhi wrote daily on politics, but he did so as an activist; political philosophy was to him not just a way of understanding truths of political phenomena but was directly related to understanding those truths in action. If realized in action these truths would give rise to new political institutions, which in turn would create a corresponding peaceful political and social order. Parel dubs this order Pax Gandhiana. The main contention of Pax Gandhiana is that peace cannot be achieved by politics alone. Peace requires the confluence of the canonical ends of life: politics and economics (artha), ethics (dharma), forms of pleasure (kama), and the pursuit of spiritual transcendence (moksha). Modern political philosophy isolates politics from the other three ends, but Gandhi's originality, according to Parel, lies in the way that he brings all four together. In fact Gandhi's political philosophy is relevant not only to India but also to the rest of the world: it is a new type of sovereignty that harmonizes the interest of individual states with the community of states. Arguing against scholars who dispute a theoretical unity in Gandhi's writings, Parel suggests that Gandhi is the preeminent non-western political philosopher, and in this book he seeks to identify the conceptual framework of Gandhi's political philosophy, the Pax Gandhiana.

Frames of peace and frames of war have, throughout Western thought, colored the questions that we ask about politics, the descriptions of the pragmatic and moral alternatives that we face, and the ideas and metaphors that we use at any given moment. These frames, as this book argues, also obscure too much of political life. Gerald M. Mara proposes, instead, a political philosophy that takes both war and peace seriously, and a style of theory committed to questioning rather than closure. He challenges two powerful currents in contemporary political philosophy: the verdict that "premodern" or "metaphysical" texts cannot speak to modern and postmodern societies and the insistence that all forms of political theory be some form of democratic theory. Mara reexamines seminal texts in the history of political theory, from Thucydides to Jacques Derrida, and from Machiavelli to Judith Butler, to examine how frames of reference of war and peace have structured both the writing of these texts, as well as interpretations of them. The result is not a linear history of ideas, but a series of conversations between them, and a democratic justification for moving beyond democratic theory.
