Book excerpt: The Pavement Testing Facility (PTF) is a permanent, outdoor, full-scale pavement testing laboratory located at the Federal Highway Administration's (FHWA's) Turner-Fairbank Highway Research Center in McLean, Virginia. The purpose of this facility is to quantify the performance of test pavements trafficked under accelerated loading. The facility consists of several instrumented test pavements and the Accelerated Loading Facility (ALF) testing machine. Formal Operation of the facility began in October, 1986. This report summarizes the work performed during the first phase of research, October 1986 to April 1989. The report includes a discussion of the construction and instrumentation of the PTF test pavements. It describes the operation of the ALF testing machine, and the data collection procedures used at the PTF. The report also summarizes the environmental, and pavement response and performance data collected during the first phase of research. Finally, an analysis of the accelerated pavement testing data was conducted to assess the strengths and weaknesses of accelerated testing with the ALF machine.

Local transportation agencies may also have an interest in the topic. This synthesis reviews the capabilities and limitations of the major APT facilities available worldwide and describes the role and application of full-scale accelerated pavement testing in the development of pavement technology. This report of the Transportation Research Board (TRB) presents data obtained from a review of the literature and a survey of the state DOTs, Canadian transportation agencies, and international organizations. A brief historical overview of APT, a discussion of the application of APT to research, and the application of APT to practice are included. Profiles of APT facilities throughout the world are included in an appendix.

Book excerpt: This report documents the pavement performance of two test sections at FHWA's Pavement Testing Facility. The traffic loading of the test asphalt concrete pavements was achieved by using the Accelerated Loading Facility (ALF). Field performance data consisting of longitudinal profile, rutting, cracking, and deflection were collected at the facility. Pavement temperature, moisture content, and environmental data were also collected. Various performance indicators were compared with regard to the number of wheel passes and 18-kip-equivalent single axle loads. In situ strain measurements were compared with calculated strain values. At the conclusion of each field test, the pavement section was opened, and a postmortem analysis was conducted. This analysis included a profile of each pavement layer and material sampling. The results of the postmortem analysis were compared with the performance indicators to explain the pavement failure.

Book excerpt: The need for a faster and more realistic approach to evaluating the performance and behavior of pavements under in-service conditions has prompted the Wyoming Department of Transportation (WYDOT) to initiate a feasibility study toward the development of an Accelerated Pavement Testing (APT) facility. The APT program will consist of a test road, or road track proposed parallel to Interstate 80 (I-80) in Wyoming. The test road will be a high-speed, full-scale APT facility with instrumented pavement test sections made up of asphalt, concrete pavements, and preservation treatment sections. The existing traffic on I-80 will be diverted to the test section to provide loading for performance evaluation without interrupting the traveling public. The facility will be unique in that it is the only full-scale pavement test facility of this type in the dry freeze region of the United States. The APT program's overall benefit is improving pavement performance and reducing the life cycle cost of pavements. The objective of the feasibility study is to evaluate the effectiveness of constructing the test road facility in Wyoming in terms of economic benefits, land availability, interests of surrounding states and federal agencies, and resources, among others. Moreover, the findings of this study will provide guidance and practical recommendations for WYDOT and other DOTs in establishing an APT facility.

The acceleration of damage is achieved by one or more of the following factors: increased repetitions, modified loading conditions, imposed climatic conditions, and thinner pavements with a decreased structural capacity which have shorter design lives"--
