Book excerpt: Few measures, if any, could claim to have had a greater impact on British society than the poor law. As a comprehensive system of relieving those in need, the poor law provided relief for a significant proportion of the population but influenced the behaviour of a much larger group that lived at or near the margins of poverty. It touched the lives of countless numbers of individuals not only as paupers but also as ratepayers, guardians, officials and magistrates. This system underwent significant change in the nineteenth century with the shift from the old to the new poor law. The extent to which changes in policy anticipated new legislation is a key question and is here examined in the context of London. Rapid population growth and turnover, the lack of personal knowledge between rich and poor, and the close proximity of numerous autonomous poor law authorities created a distinctly metropolitan context for the provision of relief. This work provides the first detailed study of the poor law in London during the period leading up to and after the implementation of the Poor Law Amendment Act of 1834. Drawing on a wide range of primary and secondary sources the book focuses explicitly on the ways in which those involved with the poor law - both as providers and recipients - negotiated the provision of relief. In the context of significant urban change in the late eighteenth and nineteenth century, it analyses the poor law as a system of institutions and explores the material and political processes that shaped relief policies.

Was it to represent the opinions of constituents or to vote according to their informed opinions reflecting the needs of the kingdom? Most authorities have accepted Edmund Burke's depiction of 18th-century MPs, insisting it was their right to form their opinions without reference to the instructions of constituents. This study provides answers to these important questions and, in doing so, reveals that Burke's vision does not represent how the House of Commons functioned during the last two decades of the 18th century. Rather than focusing on specific issues or demographic groups, English MPs brings to the fore the legislative activity of a broad segment of late 18th-century English MPs. This book shows they were diligent legislators who attended to the needs of constituents, in the process developing strong connections with them. It demonstrates that these connections did not rest on shared beliefs in reformist ideologies except in, and around, the metropolis. Instead, they grew out of the members' timely and effective tending, session after session, to the host of measures brought forward by constituents and neighbours. Yet no book has so far tackled the key questions of whether leaders deliberately provoke conflicts abroad to distract the public from problems at home, or whether such gambles offer a more effective response to domestic discontent than appeasing opposition groups with political or economic concessions. Diversionary War addresses these questions by reinterpreting key historical examples of diversionary war—such as Argentina's 1982 Falklands Islands invasion and U.S. President James Buchanan's decision to send troops to Mormon Utah in 1857. It breaks new ground by demonstrating that the use of diversionary tactics is, at best, an ineffectual strategy for managing civil unrest, and draws important conclusions for policymakers—identifying several new, and sometimes counterintuitive, avenues by which embattled states can be pushed toward adopting alternative political, social, or economic strategies for managing domestic unrest.
