These include the formation of a management structure; the choice of management methods; and debates related to ancillary issues such as R&D, fostering of expertise, encouraging innovation, and the role of the federal government in the development of an industrial base. To provide valuable context, Horgan looks not only at decisions made by the Continental Congress, but also at the environment in which these plans were made. Of the wide range of methods used to procure the supplies needed for war, many were harsh measures taken by beleaguered policy makers, forced to desperate steps by the demands of war. The organizational structure created to manage the supply effort was, Horgan reveals, in constant flux, characterized by the abandoning of one failed experiment in favor of another that would soon be exposed as equally unsuccessful. The two major weapons of the period, the big guns of Army artillery and navel ordnance and Navy ships, are examined within this framework. Horgan explores how the Congress managed their acquisition, including procedures related to the manufacture of artillery in private sector founders and government facilities, as well as the construction projects for Navy ships. She demonstrates how policy decisions made during these early years relate to the present policy environment for the acquisition of major weapon systems.

Rather than focus on the well-known frigate duels and fleet engagements, Thomas Sheppard emphasizes the overlooked story of the institutional formation of the Navy. Sheppard looks at civilian control of the military, and how this concept evolved in the early American republic. For naval officers obsessed with honor and reputation, being willing to put themselves in harm's way was never a problem, but they were far less enthusiastic about taking orders from a civilian Secretary of the Navy. Accustomed to giving orders and receiving absolute obedience at sea, captains were quick to engage in blatantly insubordinate behavior towards their superiors in Washington. The civilian government did not always discourage such thinking. The new American nation needed leaders who were zealous for their honor and quick to engage in heroic acts on behalf of their nation. The most troublesome officers could also be the most effective during the Revolution and the Quasi and Barbary Wars. First Secretary of the Navy Benjamin Stoddert tolerated insubordination from "spirited" officers who secured respect for the American republic from European powers. However, by the end of the War of 1812, the culture of the Navy's officer corps had grown considerably when it came to civil-military strains. A new generation of naval officers, far more attuned to duty and subordination, had risen to prominence, and Stoddert's successors increasingly demanded recognition of civilian supremacy from the officer corps. Although the creation of the Board of Navy Commissioners in 1815 gave the officer corps a greater role in managing the Navy, by that time the authority of the Secretary of the Navy--as an extension of the president--was firmly entrenched.

Book excerpt: This monumental study provides an innovative and powerful means for understanding institutions by applying problem solving theory to the creation and elaboration of formal organizational rules and procedures. Based on a meticulously researched historical analysis of the U.S. Navys officer personnel system from its beginnings to 1941, the book is informed by developments in cognitive psychology, cognitive science, operations research, and management science. It also offers important insights into the development of the American administrative state, highlighting broader societal conflicts over equity, efficiency, and economy. Considering the Navys personnel system as an institution, the book shows that changes in that system resulted from a long-term process of institutional design, in which formal rules and procedures are established and elaborated. Institutional design is here understood as a problem-solving process comprising day-to-day efforts of many decision makers to resolve the difficulties that block completion of their tasks. The officer personnel system is treated as a problem of organized complexity, with many components interacting in systematic, intricate ways, its structure usually imperfectly understood by the participants. Consequently, much problem solving entails decomposing the larger problem into smaller, more manageable components, closing open constraints, and balancing competing value premises. The author finds that decision makers are unlikely to generate many alternatives, since searching for existing solutions elsewhere or inventing new ones is an expensive, difficult enterprise. Choice is usually a matter of accepting, rejecting, or modifying a single solution. Because time constraints force decisions before problems are well structured, errors are frequently made, problem components are at best only partially addressed, and the chosen solution may not solve the problem at all and even if it does is likely to generate unanticipated side-effects that worsen other problem components. In its definitive treatment of a critical but hitherto entirely unresearched dimension of the administration of the U.S. Navy, the book provides full details over time concerning the elaboration of officer grades and titles, creation of promotion by selection, sea duty requirements, graded retirement, staff-line conflicts, the establishment of the Reserve, and such unusual subjects as tombstone promotions. In the process, it transcends the specifics of the personnel system to give a broad picture of the Navys history over the first century and a half of its development.
