Scholars have long debated the role and importance of the Democratic and Republican National Committees in American politics. In National Party Organizations and Party Brands in American Politics, Boris Heersink identifies a core DNC and RNC role that has thus far been missed: creating national party brands. Drawing on extensive historical case studies and quantitative analysis, Heersink argues that the DNC and RNC have consistently prioritized their role of using publicity to inform voters about their parties' policies and priorities from the beginning of the twentieth century onwards. Both committees invested heavily in political communication tools with the goal of shaping voters' perceptions of their parties. As Heersink shows, the DNC and RNC often have considerable freedom in determining what type of brands to promote, placing them in the center of major intra-party debates in the twentieth century--including Prohibition, civil rights, foreign affairs, and economic policy. Analytically rigorous and marshaling a vast body of research on US elections between 1912 and 2016, this book highlights how important national party organizations are in setting the agenda in American politics.

We know—or think we know—that Eisenhower distrusted his vice president, Richard Nixon, and kept him at arm’s length; that he did little to advance civil rights; that he sat by as Joseph McCarthy’s reckless anticommunist campaign threatened to wreck his administration; and that he planned the disastrous 1961 Bay of Pigs invasion of Cuba. None of this is true. The President and the Apprentice reveals a different Eisenhower, and a different Nixon. Ike trusted and relied on Nixon, sending him on many sensitive overseas missions. Eisenhower, not Truman, desegregated the military. Eisenhower and Nixon, not Lyndon Johnson, pushed the Civil Rights Act of 1957 through the Senate. Eisenhower was determined to bring down McCarthy and did so. Is there a pattern of response to defeat that reflects the distinctive cultures of the two parties? This book answers these questions by examining how the two national party organizations have responded to presidential election defeats between 1956 and 1993. Drawing on party documents, interviews with party officials, and contemporary accounts, Philip Klinkner provides detailed case studies of opposition party politics. He shows that Republican national committees have reacted to losses by making organizational changes to improve campaign technology and fundraising and that losing Democrats have sought to refine or make more democratic their internal procedures for selecting delegates to the national convention or for choosing presidential candidates. Klinkner suggests that the reasons for these reactions stem from the historical development of the parties. The organizational response of the Republican party is the result of its long-term relationship with business, its homogeneity and hierarchical structure, and its minority party experience. The Democrats' emphasis on participation and representation for its constituent elements is based on its characteristic composition of social and economic out-groups, its heterogeneity and decentralization, and its tradition as the majority party.

Book excerpt: An innovative examination of the shift by American political parties toward issue-based differentiation Recent Democratic and Republican party platforms display clear differences on such issues as abortion, LGBTQ+ rights, gun control, and the environment. These distinctions reflect a programmatic party system—that is, one in which policy positions serve as a key basis of electoral competition. Yet party politics were not always so issue-oriented; the rise of policy positions as the dominant marker of party appeal occurred largely over the last fifty years. In Divergent Democracy, Katherine Krimmel examines this transformation of the American party system, using innovative machine learning techniques to develop and present the first measure of party differentiation on issues since Democrats and Republicans began competing with each other in 1856. Why did the shift to issue-based party competition take more than a century to materialize? Krimmel offers a groundbreaking theory, focusing on what aids and constrains parties’ abilities to do the difficult, conflict-ridden work of developing issue positions. She argues that clientelistic subnational party organizations, promising material support or jobs in return for votes, long impeded programmatic partisanship while the growth of national party organizations facilitated it. Moreover, institutions and agents of racial oppression extended the life of nonprogrammatic practices, as they attempted to shield discriminatory laws and institutions from interparty competition. Following the civil rights revolution of the 1960s, space opened for programmatic competition to grow. Using both quantitative and qualitative tools, Krimmel offers a vital view of the foundations of today’s issue-based party competition and its alternatives.

Harry Truman adopted both roles and in so doing defined the nature of his presidency. Truman and the Democratic Party is the first book to deal exclusively with the president's relationship with the Democratic party and his status as party leader. Sean J. Savage addresses Truman's twin roles of party regular and liberal reformer, examining the tension that arose from this duality and the consequences of that tension for Truman's political career. Truman saw the Democratic party change during his lifetime from a rural-dominated minority party often lacking a unifying agenda to an urban-dominated majority party with strong liberal policy objectives. A seasoned politician who valued party loyalty and recognized the value of political patronage, Truman was also attracted to a liberal ideology that threatened party unity by alienating southern Democrats. By the time he succeeded Franklin Roosevelt, the diversity of opinions and demands among party members led Truman to alternate between two personas: the reformer committed to liberal policy goal—civil rights, national health insurance, federal aid to education—and the party regular who sought greater harmony among fellow Democrats.
