Raucher provides the first assessment of Hoffman's entire career, beginning with his rise to the presidency of Studebaker and his success in applying progressive management to lift it from bankruptcy to profitability. A firm believer in the automobile, Hoffman became known as a sales genius, as a promoter of the new human relations approach to labor management, and as the industry's apostle of automotive safety. Raucher follows the movement of Hoffman's career into the broad public arena. Having developed a reputation as a progressive industrial statesman, Hoffman was a logical choice in 1948 to become the first administrator of the Marshall Plan, a key position in which he used economic foreign aid primarily to rebuild Western Europe in order to contain the spread of Communism. As the Cold War continued he came to regard economic foreign aid as a necessary sacrifice and dismissed all suggestions that the U.S. actually gave away billions of dollars in order to promote its own prosperity. Hoffman became convinced that foreign aid could promote peace and prosperity, especially through economic development in the poorer countries. As the first president of the new Ford Foundation, as a confidant of President Eisenhower, and as a top of¬ficial of the U.N. Secretariat from the late 1950s to the early 1970s, Hoffman continued to confront the problems of the emerging Third World in a career that sheds light on the rise of the powerful development establishment and on its attitudes and policies.

Each chapter tells a story within a specific time and space that connected the challenges and fissures experienced in two cultures with the goal to explore how the post-1922 accentuated mobility across frontiers found an appropriate expression in the work of the poets under consideration. Either influenced by their actual travel to Britain or Greece or divided in their various allegiances and reactions to national or imperial sovereignty, the poets examined explored the possibilities of a metaphorical diasporic sense of belonging within the multicultural metropolis and created personae to indicate the tension at the contact of the old and the new, the hypocritical parody of mixed breeds and the need for modern heroes to avoid national or gendered stereotypes. The main coordinates were the national voices of W.B. Yeats and Kostes Palamas, T.S. Eliot’s multilingual outlook as an Anglo-American métoikos, C.P. Cavafy’s view as a Greek of the diaspora, displaced William Plomer’s portrayal of 1930s Athens, Demetrios Capetanakis’ journey to the British metropolis, John Lehmann’s antithetical journey eastward, as well as Louis MacNeice’s complex loyalties to a national identity and sense of belonging as an Irish classicist, translator and traveller.

Investigating a set of responses to the growing urban unrest in the developed and developing worlds, Outlaw Territories revisits an era when the discipline of architecture staked out a role in global environmental governance and the biopolitical management of populations. Felicity D. Scott demonstrates how architecture engaged the displacement of persons brought on by migration, urbanization, environmental catastrophe, and warfare, and at the same time how it responded to the material, environmental, psychological, and geopolitical transformations brought on by postindustrial technologies and neoliberal capitalism after World War II. At the height of the US–led war in Vietnam and Cambodia, and ongoing decolonization struggles in many parts of the world, architecture not only emerged as a target of political agitation on account of its inherent normativity but also became heavily imbricated within military, legal, and humanitarian apparatuses, and scientific and technological research dedicated to questions of international management and security. Once architecture became aligned with a global matrix of forces concerned with the environment, economic development, migration, genocide, and war, its conventional role did not remain unchallenged but shifted at times toward providing strategic expertise for institutions responding to transformations born of neoliberal capitalism. Outlaw Territories interrogates this nexus, and questions how and to what ends architecture and the environment came to be intimately connected to the expanded exercise of power within shifting geopolitical frameworks of this time.
