Book excerpt: 'One may state Dilthey's significance in most general fashion by characterizing his work as the first thorough-going and sophisticated confrontation of history with positivism and natural science. Dilthey's sweep was universal: he strove to reduce to order the multifarious realms of knowledge, the conflicting traditions of cultural study, that he had embraced. Thus Dilthey laid out a program that no mortal – and certainly no one whose mind had been formed in the third quarter of the nineteenth century – could hope to bring to completion. Yet despite its inconclusiveness, Dilthey's work exerted enormous influence. The distinction he had drawn between natural and cultural science became standard for historians and, to a lesser extent, for social scientists also. After Dilthey historians no longer needed to apologize for the "unscientific" character of their discipline: they understood why its methods could never be quite the same as those of natural science. Second, can we do justice to a particular writer’s notion of that category by taking at face value what he writes about his own motivation for adopting it? In response to both types of questions, there is by now a consensus amongst many historians of science and of philosophy that (a) intellectual history – like other kinds of history – has to be careful not to uncritically adopt actors’ categories, and (b) more generally, even the actors’ own thinking about a particular issue has to be contextualized vis-à-vis their other intellectual commitments and interests, as well as the complex conditions that make the totality of their commitments possible. Such conditions include cognitive as well as practical, institutional, and cultural factors. The articles in this volume respond to these challenges in several ways. For example, one author (Christopher Pincock) seeks to read some of the nineteen- century philosophical writings about Erklären and Verstehen as standing for a more fundamental problem, which he terms the problem of the “unity of experience”.

Book excerpt: For some two centuries, scholars have wrestled with questions regarding the nature and logic of history as a discipline and, more broadly, with the entire complex of the "human sciences, " with include theology, philosophy, history, literature, the fine arts, and languages. The fundamental issue is whether the human sciences are a special class of studies with a specifically distinct object and method or whether they must be subsumed under the natural sciences. German philosopher Wilhelm Dilthey dedicated the bulk of his long career to there and related questions. His Introduction to the Human Sciences is a pioneering effort to elaborate a general theory of the human sciences, especially history, and to distinguish these sciences radically from the field of natural sciences. Though the Introduction was never completed, it remains one of the major statements of the topic. Together with other works by Dilthey, it has had a substantial influence on the recognition and human sciences as a fundamental division of human knowledge and on their separation from the natural sciences in origin, nature, and method. As a contribution to the issue of the methodologies of the humanities and social sciences, the Introduction rightly claims a place. This is the first time the entire work is available in English. In his introductory essay, translator Ramon J. Betanzos surveys Dilthey's life and thought and hails his efforts to create a foundational science for the particular human sciences, and at the same time, takes serious issue with Dilthey's historical/critical evaluation of metaphysics.

Drawing on examples and case studies from both Eastern and Western countries, he emphasizes critical and interpretive perspectives as a counterforce to the instrumental-technical rationality that reduces the field to structural and functionalist views of management. He also emphasizes the idea of democratic social construction to transcend the field's reliance on conventional pluralist politics. Jun stresses that public administrators and institutions must create opportunities for sharing and learning among organizational members and must facilitate interactive processes between public administrators and citizens so that the latter can voice their problems and opinions. The future role of public administrators will be to transcend the limitations of the management and governing of modern public administration and to explore ways of constructing socially meaningful alternatives through communicative action and the participation of citizens.
