In the mid-to-late 1980s the Army developed a modified version (Patriot ATM) of the system to defend against tactical missiles (short-range ballistic, cruise, and air-to-surface). PAC-1 mods involved software changes and PAC-2, hardware changes (new fuse and larger fragments for the warhead). Patriot ATM was used during the Persian Gulf War in early 1991 to defend cities and sites in Saudi Arabia and Israel. Patriot's success against Iraqi Scuds spawned conflicting claims about who supported Patriot and who didn't. The legislative history of Patriot ATM is not that simple. It is linked to nearly-decade long congressional efforts to get DOD to respond to the tactical missile threat: first, the Soviet threat to NATO forces; now, the proliferating global threat. The public record reveals a congressional consensus for early deployment of an effective tactical ballistic missile defense (TBMD).

Book excerpt: This purpose of this thesis is to research the history of the Patriot weapon system, focusing on the acquisition strategy used in the Project Office, the evolution/upgrades of the weapon system, and the successes, failures, and lessons learned from Desert Shield/Desert Storm. An ana!ysis is conducted to examine the effectiveness of the acquisition strategy in terms of cost, schedule, and performance, the ability of the Project Office to upgrade the system through the Patriot Advanced Capability Programs (PAC), and the performance of Patriot missiles against Scud missile attacks in Southwest Asia. This thesis concludes that the success of the Patriot project can be atributed to a combined evolutionary strategy and a Preplanned Product Improvement (P3I) approach, which allowed the Patriot system to evolve and counter a dynamic threat environment. The thesis offers a number of recommendations for application in future missile system projects.

To respond to emerging threats and address a diverse set of capability needs, the Army has spent nearly $1.1 billion and requested $1.8 billion over the next 5 years to upgrade Patriot, begin developing a long-term radar solution, and integrate Patriot components into a central network and command and control system-the Integrated Air and Missile Defense. A House report included a provision for GAO to assess, among other things, the status of the Patriot system and the Army's strategy for completing the upgrades. Among other things, this report examines (1) the extent to which the latest upgrades will address Patriot capability needs and (2) the level of oversight and accountability provided for the upgrade efforts. To conduct this review, GAO examined Army and program documents including test plans and schedules. GAO also interviewed Department of Defense (DOD) and other relevant officials.

Defensive counterair, synonymous with air defense, is designed to destroy or negate enemy aircraft and missiles after launch and is not the primary responsibility of one service but of all four services. Centering on non-littoral joint areas of operation, should the Army s Patriot forces become a part of the Air Force to effectively and efficiently accomplish the defensive counterair mission for the joint forces commander? Focusing on functionality instead of cost the author evaluated Patriot against the Army and the Air Force using the air defense employment principles of mobility, mix, mass, and integration. Until US adversaries can mount a robust simultaneous air and missile attack or the Air Force acquires positioning authority, the Army is the best service to exploit Patriot for the joint forces commander.
