Book excerpt: In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

Groundwater management is a formidable challenge, one that remains one of humanity’s foremost priorities. It has become a largely non-renewable resource that is overexploited in many parts of the world. In the 21st century, the issue moves from how to simply obtain the water we need to how we manage it sustainably for future generations, future economies, and future ecosystems. The focus then becomes one of understanding the drivers and current state of the groundwater resource, and restoring equilibrium to at-risk aquifers. Many interrelated dimensions, however, come to bear when trying to manage groundwater effectively. An integrated approach to groundwater necessarily involves many factors beyond the aquifer itself, such as surface water, water use, water quality, and ecohydrology. Moreover, the science by itself can only define the fundamental bounds of what is possible; effective IGM must also engage the wider community of stakeholders to develop and support policy and other socioeconomic tools needed to realize effective IGM. In order to demonstrate IGM, this book covers theory and principles, embracing: 1) an overview of the dimensions and requirements of groundwater management from an international perspective; 2) the scale of groundwater issues internationally and its links with other sectors, principally energy and climate change; 3) groundwater governance with regard to principles, instruments and institutions available for IGM; 4) biophysical constraints and the capacity and role of hydroecological and hydrogeological science including water quality concerns; and 5) necessary tools including models, data infrastructures, decision support systems and the management of uncertainty. Examples of effective, and failed, IGM are given. Throughout, the importance of the socioeconomic context that connects all effective IGM is emphasized. Taken as a whole, this work relates the many facets of effective IGM, from the catchment to global perspective.

However, the very foundation of a productive system – healthy lands and soils and clean water supply – is already under immense pressure. In fact, by the most credible estimates, up to 52% of global agricultural lands are now moderately to severely degraded, with millions of hectares per year degrading to the point they are abandoned by the land manager. The loss of productive land, coupled with increased food demand, pushes agriculture to be the primary driver in 80% of native habitat loss. Agricultural irrigation is driving the majority of water scarcity issues in high-risk basins threatening food systems, community water supplies and ecosystem health. These pressures have resulted in the global agriculture sector driving more biodiversity loss, destruction of natural habitat, soil degradation and depletion of natural resources around the world than any other industry.

Book excerpt: The city of Pittsburgh and surrounding area of southwestern Pennsylvania face complex water quality problems, due in large part to aging wastewater infrastructures that cannot handle sewer overflows and stormwater runoff, especially during wet weather. Other problems such as acid mine drainage are a legacy of the region's past coal mining, heavy industry, and manufacturing economy. Currently, water planning and management in southwestern Pennsylvania is highly fragmented; federal and state governments, 11 counties, hundreds of municipalities, and other entities all play roles, but with little coordination or cooperation. The report finds that a comprehensive, watershed-based approach is needed to effectively meet water quality standards throughout the region in the most cost-effective manner. The report outlines both technical and institutional alternatives to consider in the development and implementation of such an approach.

Writing manuscripts, however, is difficult, doubly so for scientists who use English as a second language. Many science students intentionally avoid a writing-intensive curriculum. Careful, thorough reviews of draft manuscripts are difficult to secure, and experienced scientific supervisors face more demands on their time than they have time available. Weak draft manuscripts discourage supervising scientists investing the time to coach revisions. It is easier for experienced scientists to ignore the request, or to simply rewrite the article. Early career scientists are motivated to address these barriers but specific advice is difficult to find, and much of this advice is behind a pay wall. This essential, open access text presents writing lessons organized as common errors, providing students and early-career researchers with an efficient way to learn, and mentors with a quick-reference guide to reviewing. Error descriptions include specific examples drawn from real-world experiences of other early-career writers, and suggestions for how to successfully address and avoid these in the future. It reports on the progress made towards formulating, planning and developing implementation mechanisms for the PMP/AB, based on the comments and recommendations provided by the wide range of stakeholders and experts who participated in these events. In August 2019, the Tenth Session of the Committee on Fisheries (COFI) Sub-Committee on Aquaculture, held in Trondheim, Norway endorsed the PMP/AB and the development of a multidonor-assisted, long-term aquaculture biosecurity component of an aquaculture programme, including its five pillars. Therefore, the FAO, through its Department of Fisheries and Aquaculture, now has a mandate for the further development and implementation of the PMP/AB. Future activities include the establishment of an official Technical Working Group (TWG) that will drive the further development of the technical aspects of the PMP/AB, wider consensus building, initial application (pilot testing) and refinement of the PMP/AB tools, and resource mobilization for the aquaculture biosecurity programme. Guidance documents and resources for advocacy and training on the PMP/AB are currently in development to facilitate adoption at the national level.
