This exercise has resulted in highlighting certain trends which have been so far either ignored or underplayed, at any rate in India. It, for instance, shows that two nation theory was an old as the movement for Muslim awakening and solidarity and almost all its leaders firmly believed in it. Similarly the idea of Pakistan, instead of being born in 1933 with Rehmat Ali's forceful espousal of it, is shown to be steadily circulating, particularly in the Punjab, since mid- 1920s. Again, contrary to what has been generally imagined so far, Jinnah as well as Iqbal had become converts to that idea, as early as June 1937, before even the beginning of any serious talk for the installation of a so-called coalition government in U.P., and not after its failure. On the other hand, the volume also reveals the strength of the growing sentiment of Hindu nationalism in 1920s, particularly in the Punjab and Bengal. The situation created by the juxtaposition of the two nationalisms is underlined by Lala Lajpat Rai's declaration in 1924 that in view of the general Muslim attitude a divided India might provide the only solution to the communal problem. Equally significant was Gandhi's repeated assertion in 1924-5 that he saw no solution of that problem except through prayer.

Book excerpt: It is difficult, even more than twenty years after partition, for those Britons, Indians, and Pakistanis who lived through those terrible months in 1947 to look back on them with detachment. But it may reasonably be presumed that those who played some significant part in the episode or who saw what went on have at least some responsibility for setting down their evidence, so that future generations may achieve a closer understanding of the processes which have dramatically changed the history of their three peoples and countries. The publication of this volume is a culmination of an attempt to collect evidence from those still alive who had taken an active hand in the partition and who had thus far not set down their share of the record. From this it grew into a regular series of meetings spread over three years between "participants" and historians, young and old, of the three countries. A valuable body of evidence and comment was thus brought together in London, and much of it is presented in this book. The papers included here fall into two categories, corresponding broadly with two main groups of contributors: on the one hand academic students of the partition and on the other hand actors in, or interested observers of, the events themselves. Thus the papers in the section Policies and Parties,relating first to British policy and then to the policies of the major Indian parties, are largely based on the study of the documentary record, while those in the section Perspectives and Reflectionsderive from personal experience and observations of Pakistani, Indian, and British contributors. As the papers show, the interpretation of events tends to vary with the preconceptions and present-day outlook of the contributors to the debate. A view widely held in India, for example, is that partition was a tragedy—a vivisection—and discussion in that country therefore tends to be concerned with discovering the reasons and apportioning the blame for this failure to maintain the unity of the subcontinent. In Pakistan, on the other hand, where naturally it cannot be accepted that partition should have been avoided, there is a tendency to project the growth of Muslim nationalism into the depths of history in order to justify the seeming inevitability of the establishment of a Muslim state. Among British writers there is of course some difference in outlook between generations, and within the generations between historians and those who actually served in India. Those brought up in the age of empire and concerned with the administration of that empire tend to differ from those of their contemporaries who were more influenced by the political climate of the thirties at home in England. The range of contributors includes, among others, B. Shiva Rao, C. S. Venkatachar, K. N. Chaudhuri, S. R. Mehrotra, B. R. Nanda, Mumtaz Hasan, Raja of Mahmudabad, Abdul Qaiyum Khan, Sir Francis Wylie, Lord Sorensen, and Percival Spear.

Book excerpt: Between January and August 1947 the conflicting political, religious and social tensions in India culminated in independence from Britain and the creation of Pakistan. Those months saw the end of ninety years of the British Raj, and the effective power of the Maharajahs, as the Congress Party established itself commanding a democratic government in Delhi. They also witnessed the rushed creation of Pakistan as a country in two halves whose capitals were two thousand kilometers apart. From September to December 1947 the euphoria surrounding the realization of the dream of independence dissipated into shame and incrimination; nearly 1 million people died and countless more lost their homes and their livelihoods as partition was realized. The events of those months would dictate the history of South Asia for the next seventy years, leading to three wars, countless acts of terrorism, polarization around the Cold War powers and to two nations with millions living in poverty spending disproportionate amounts on their military. The roots of much of the violence in the region today, and worldwide, are in the decisions taken that year. Not only were those decisions controversial but the people who made them were themselves to become some of the most enduring characters of the twentieth century. Gandhi and Nehru enjoyed almost saint like status in India, and still do, whilst Jinnah is lionized in Pakistan. The British cast, from Churchill to Attlee and Mountbatten, find their contribution praised and damned in equal measure. Yet it is not only the national players whose stories fascinate. Many of those ordinary people who witnessed the events of that year are still alive. Although most were, predictably, only children, there are still some in their late eighties and nineties who have a clear recollection of the excitement and the horror. Illustrating the story of 1947 with their experiences and what independence and partition meant to the farmers of the Punjab, those living in Lahore and Calcutta, or what it felt like to be a soldier in a divided and largely passive army, makes the story real. Partition will bring to life this terrible era for the Indian Sub Continent.
