In a comparative analysis of Guatemala, El Salvador, Costa Rica, Honduras, and Nicaragua, James Mahoney argues that these political differences were legacies of the nineteenth-century liberal reform period. Presenting a theory of "path dependence," Mahoney shows how choices made at crucial turning points in Central American history established certain directions of change and foreclosed others to shape long-term development. By the middle of the twentieth century, three types of political regimes characterized the five nations considered in this study: military-authoritarian (Guatemala, El Salvador), liberal democratic (Costa Rica), and traditional dictatorial (Honduras, Nicaragua). As Mahoney shows, each type is the end point of choices regarding state and agrarian development made by these countries early in the nineteenth century. Applying his conclusions to present-day attempts at market creation in a neoliberal era, Mahoney warns that overzealous pursuit of market creation can have severely negative long-term political consequences. The Legacies of Liberalism presents new insight into the role of leadership in political development, the place of domestic politics in the analysis of foreign intervention, and the role of the state in the creation of early capitalism. The book offers a general theoretical framework that will be of broad interest to scholars of comparative politics and political development, and its overall argument will stir debate among historians of particular Central American countries.

The scientific organization in this area, the Regional Science Association International, is organizing a world conference every four years. The 1989 Regional Science World Conference was held in an interesting setting, viz. kibbutz Ramat Rachel on the outskirts of Jerusalem. The organization of this meeting was undertaken by the Israeli Section of the Regional Science Association, under the supervision of Professor Rafi Bar-EI (Development Study Center, Rehovoth). The meeting turned out to be a great success and provided an extremely interesting cross-section of new developments in the area of regional science. It was decided afterward to publish a set of representative papers from this meeting in one volume. The present book brings together these papers, which were duly selected after a careful screening and refereeing process. The editors wish to thank all referees for their willingness to assist them in the task of producing this volume. In the Southern Netherlands, occupational guilds were both powerful and governed by manufacturing masters, enabling the latter to imprint their mark upon urban society in an economic, socio-cultural and political way. While the urban community was deeply indebted to a corporative spirit and guild ethic originating in medieval Germanic and Christian traditions, guild-based artisans succeeded in being accepted as genuine political (and, hence, rational) actors – their political identity and agency being based upon their skills and trustworthiness. In the long run, this corporative spirit and power inexorably waned. Yet this book shows that an adequate understanding of the development of European modernity – i.e., proletarianisation and the emergence of a modern economy and modern economic and political thinking – requires taking seriously the ruins upon which it is build. These histories can actually be recounted as purifications of sorts, in which the economic was separated from the political, the individual from the social, and the transcendent from the material. While the religiously inspired corporative nature of the urban body politic waned, the urban artisans lost their credibility as political (and rational) actors.
