Book excerpt: In recent years, the field of study variously called local, indigenous or traditional environmental knowledge (TEK) has experienced a crisis brought about by the questioning of some of its basic assumptions. This has included reassessing notions that scientific methods can accurately elicit and describe TEK or that incorporating it into development projects will improve the physical, social or economic well-being of marginalized peoples. The contributors to this volume argue that to accurately and appropriately describe TEK, the historical and political forces that have shaped it, as well as people's day-to-day engagement with the landscape around them must be taken into account. TEK thus emerges, not as an easily translatable tool for development experts, but as a rich and complex element of contemporary lives that should be defined and managed by indigenous and local peoples themselves.

Book excerpt: Pastoralists’ role in contemporary Africa typically goes underappreciated and misunderstood by development agencies, external observers, and policymakers. Yet, arid and semi-arid lands (ASAL), which are used predominantly for extensive livestock grazing, comprise nearly half of the continent’s land mass, while a substantial proportion of national economies are based on pastoralist activities. Pastoralists use these drylands to generate income for themselves through the use of livestock and for the coffers of national trade and revenue agencies. They are frequently among the continent’s most contested and lawless regions, providing sanctuary to armed rebel groups and exposing residents to widespread insecurity and destructive violence. The continent’s millions of pastoralists thus inhabit some of Africa’s harshest and most remote, but also most ecologically, economically, and politically important regions. This study summarizes the findings of a multi-year interdisciplinary research project in pastoral areas of Kenya and Ethiopia. The cultures and ecology of these areas are described, with a particular focus on the myriad risks that confront people living in these drylands, and how these risks are often triggered by highly variable rainfall conditions. The authors examine the markets used by residents of these areas to sell livestock and livestock products and purchase consumer goods before turning to an analysis of evolving livelihood strategies. Furthermore, they focus on how well-being is conditioned upon access to livestock and access to the cash economy, gender patterns within households and the history of development activities in the area. The book concludes with a report on how these activities are assessed by people in the area and what activities they prioritize for the future. Policy in pastoral areas is often formulated on the basis of assumptions and stereotypes, without adequate empirical foundations. This book provides evidence on livelihood strategies being followed in pastoral areas, and investigates patterns in decision making and well being. It indicates the importance of livestock to the livelihoods of people in these areas, and identifies the critical and widespread importance of access to the cash economy, concluding that future development activities need to be built on the foundation of the livestock economy, instead of seeking to replace it.

This volume finds its origin in an innovative research programme with the acronym CoCooN, steered by The Netherlands Organisation for Scientific Research (NWO/WOTRO) and involving universities and civil society partners in many countries. It presents the conceptual approaches adhered to by each of seven interdisciplinary projects, ranging from green criminology and political ecology to institutional analysis, legal pluralism and identity politics. The volume will be of interest to academics and practitioners concerned with an understanding of conflict as well as cooperation over natural resources.

It argues that violence is a social practice that adheres to social logics and, in its collective form, appears as recurrent patterns. In search of characteristics, mechanisms and logics of violence, contributions deliver ethnographic descriptions of different forms of collective violence and contextualize these phenomena within broader spatial and temporal structures. The studies show that collective violence, at least if it is sustained over a certain period of time, aims at organization and therefore develops constitutive and integrative mechanisms. Practices of social mobilization of people and economic resources, their integration in functional structures, and the justification or legitimization of these structures sooner or later lead to the establishment of new forms of (violent) orders, be it at the margins of or beyond the state. Cases discussed include riots in Gujarat, India, mass violence in Somalia, social orders of violence and non-violence in Colombia, humanitarian camps in Uganda, trophy-taking in North America, and violent livestock raiding in Kenya. This book was originally published as a special issue of Civil Wars.

It spans different periods of time, from early processes of ethnic differentiation between groups, through the colonial period when differences were reflected in administrative policies, to recent times, when global minority discourses, particularly those related to Islam, are tapped by local political agents and ethnic entrepreneurs. A companion volume to Pastoralism and Politics in Northern Kenya and Southern Ethiopia, this book is based on over thirty-four years of field research and synthesizes findings from history and political anthropology. Book excerpt: Neel Ahuja tracks the figure of the climate refugee in public media and policy over the past decade, arguing that journalists, security experts, politicians, and nongovernmental organizations have often oversimplified climate change and obfuscated the processes that drive mass migration. To understand the systemic reasons for displacement, Ahuja argues, it is necessary to reframe climate disaster as interlinked with the history of capitalism and the global politics of race, wherein racist presumptions about agrarian underdevelopment and Indigenous knowledge mask how financial, development, migration, and climate adaptation policies reproduce growing inequalities. Drawing on the work of Cedric Robinson and theories of racial capitalism, Ahuja considers how the oil industry transformed the economic and geopolitical processes that lead to displacement. From South Asia to the Persian Gulf, Europe, and North America, Ahuja studies how Asian trade, finance, and labor connections have changed the nature of race, borders, warfare, and capitalism since the 1970s. Ultimately, Ahuja argues that only by reckoning with how climate change emerges out of longer histories of race, colonialism, and capitalism can we begin to build a sustainable and just future for those most affected by environmental change.

From the beginnings of imperial administration, the idea of the desiccation of African environments grew in popularity, but this crisis discourse was dominated by the imposition of imperial scientific knowledge, neglecting indigenous knowledge and experience. African Environmental Crisis provides a synthesis of more than one-and-a-half century’s research on peasant agriculture and pastoral rangeland development in terms of soil erosion control, animal husbandry, grazing schemes, large-scale agricultural schemes, social and administrative science research, and vector-disease and pest controls. Drawing on comparative socio-ecological perspectives of African peoples across the East African colonies and post-independent states, this book refutes the hypothesis that African peoples were responsible for environmental degradation. Instead, Gufu Oba argues that flawed imperial assumptions and short-term research projects generated an inaccurate view of the environment in Africa. This book’s discussion of the history of science for development provides researchers across environmental studies, agronomy, African history and development studies with a lens through which to understand the underlying assumptions behind development projects in Africa.
