There were clear early warning signs many months in advance, yet there was insufficient response until it was far too late. This briefing, published jointly by Oxfam and Save the Children, examines the factors that allowed a drought in Ethiopia, Kenya, Somalia and Djibouti to develop into a full-scale crisis of hunger and livelihoods, such that millions of people suffered and thousands died. Its main focus is the response of international aid system, although the ultimate importance of enhanced resilience for the communities themselves is recognised. Recommendations: A change in approach to chronic drought situations is needed: managing the risks, not the crisis. This means that the all actors {u2013} national governments, donors, NGOs, and the UN need to: act decisively on information from early warning systems and not wait for certainty before responding; actively seek to reduce drought risk in all activities, ensuring that long-term development interventions increase resilience and adapt to the changing context; and change organisational structures, invest in people and provide flexible funding in order to break down the divisions between humanitarian and development work.

Some 113 million people in 53 countries were acutely hungry last year. That is 113 million girls, boys, men and women, old and young, who were unable to access enough food and required humanitarian assistance to meet their most basic needs. For FAO, building resilient agriculture-based livelihoods and food systems is at the core of efforts to fight acute hunger and avert food crises. We know how critical humanitarian assistance is. At the same time, it is clear that humanitarian assistance on its own is not enough to win the battle against acute hunger. That is why FAO’s humanitarian work is firmly embedded within a foundation of resilience building. And this was really demonstrated in 2018, when the breadth of our work extended from immediate humanitarian response to protect lives and livelihoods in some of the most complex contexts in the world, including South Sudan and Yemen, to addressing the vulnerability of pastoral populations and facilitating the development of livestock feed balances in the Horn of Africa, to supporting disaster risk reduction efforts from Myanmar to Central America. Publications such as this offer us an opportunity to reflect on some of our achievements over the past year and identify how we can do better in the next. It is not intended as an exhaustive list of the work done under FAO’s strategic programme on resilience, but rather a snapshot to demonstrate what we can achieve and how much more this to be done.

The book focuses on the questions how land tenure reform and natural resource governance impacts upon marginal groups (along individual, collective and gender dimensions); how do forest-dependent people prepare for and respond to vulnerability; and what is the effect of forest tenure policy reform on the human rights, gender and citizenship issues in relation to the use and management of forest resources and on conflict in forest zones. Drastic changes in steppe ecology, land use and livelihoods came with the emergence, and again with the collapse, of communist states. Excessive ploughing and vast influx of people into the steppe zone led to a strong decline in nomadic pastoralism in the Soviet Union and China and in severely degraded steppe ecosystems. In Mongolia nomadic pastoralism persisted, but steppes degraded because of strongly increased livestock loads. After the Soviet collapse steppes regenerated on huge tracts of fallow land. Presently, new, restorative steppe land management schemes are applied. On top of all these changes come strong effects of climate change in the northern part of the steppe zone. This book gives an up-to-date overview of changes in ecology, climate and use of the entire Eurasian steppe area and their effects on livelihoods of steppe people. It integrates knowledge that so far was available only in a spectrum of locally used languages.
