Book excerpt: In the 1990s China embarked on a series of political reforms intended to increase, however modestly, political participation to reduce the abuse of power by local officials. Although there was initial progress, these reforms have largely stalled and, in many cases, gone backward. If there were sufficient incentives to inaugurate reform, why wasn't there enough momentum to continue and deepen them? This book approaches this question by looking at a number of promising reforms, understanding the incentives of officials at different levels, and the way the Chinese Communist Party operates at the local level. The short answer is that the sort of reforms necessary to make local officials more responsible to the citizens they govern cut too deeply into the organizational structure of the party.

Book excerpt: My dissertation explores historical changes in the relationship between the Chinese state and urban intellectuals from the latter part of the Republican era (1931-1949) to the early Communist period (1949-1957). My focus is law and the news media, particularly the role of social networks in creating a realm of autonomy from the central government in the context of the rise of strong party-states in twentieth-century China. Rather than simply gauge the relations between the state and these intellectuals, I analyze actual interactions between them, as each sought to influence judicial decision-making and the construction of favorable public opinion through the news media. The influence of the news media on judicial decision-making in the most famous political trials of the Republican era, such as the New Life Weekly Case of 1935 and the Seven Gentlemen Case of 1937, constitute the crucial subject of this project. In these cases, China's Nationalist state attempted to silence non-official local elites who became notorious critics of its policies, and particularly its policy of perceived 'appeasement' toward Japan. Yet in the Nationalist period there was no clear winner. Constrained as it may have been by government censorship, media coverage of the trials provided dissident social elites with a public forum to successfully contest the government's accusations outside the courtroom in the 1930s.

Framing the study around Bian Baimei, a conscientious branch manager of the Bank of China, Brett Sheehan analyzes the actions of bankers, officials, and local elites as they tried to overcome political and financial crises and instill trust in the banking system. After early failures in promoting trust, government authority as a regulator of the financial system gradually increased, peaking in 1935, when the state unified the money supply for the first time in several hundred years. Concurrently, when local elites proved unable to develop successful strategies to make people trust the system, their influence declined. The need for trust in increasingly complex financial arrangements redefined state-society relations, simultaneously enhancing state power and creating new constraints on the actions of both elites and governments.
