Interwar Ireland’s politics have been caricatured as an anomaly, with the distinction between Fianna Fáil and Fine Gael bewildering political commentators and scholars alike. It is common for Ireland’s politics to be presented as an anomaly that compare unfavourably to the neat left/right cleavages evident in Britain and much of Europe. By offering an historical re-appraisal of the Irish Free State’s politics, anchored in the wider context of inter-war Europe, Mel Farrell argues that the Irish party system is not unique in having two dominant parties capable of adapting to changing circumstances, and suggests that this has been a key strength of Irish democracy. Moreover, the book challenges the tired cliché of ‘Civil War Politics’ by demonstrating that events subsequent to Civil War led the Fine Gael/Fianna Fáil cleavage dominant in the twentieth-century.

Without party, democracy's hold is more tenuous.

Political science has moved from describing institutions to the thorough analysis of behavior within these institutions and the interactions between them. The inevitable consequences of the maturing and institutionalization of the discipline of political science in many countries include the forming of sub-fields and specialized research communities. At the same time the number of democracies has vastly increased since the 1980s and although not each attempt at democratization was eventually successful, more heterogeneous systems with some form of party competition exist than ever before. As a consequence, the literature addressing the large issues of party democracy spreads over many research fields and has become difficult to master for individual students of party democracy and party governance. The present volume sets out to review the behavior and larger role of political parties in modern democracies. In so doing the book takes its departure from the idea that the main contribution of political parties to the working of democracy is their role as vehicles of political competition in systems of government. Consequently the focus is not merely in the internal functioning of political parties, but rather their behavior the electoral, legislative, and governmental arenas. Thus several chapters address how political parties perform within the existing institutional frameworks. One more chapter looks at the role of political parties in building and adapting these institutions. Representative democracy itself remains frequently contested, regarded as incapable of reflecting the will of the masses, or inadequate for today’s global governance. Recently, however, this view of democratic representation has been under attack for its failure to capture the performative and constructive elements of the process of representation, and a new literature more attentive to these aspects of the relationship between representatives and the represented has arisen. In Creating Political Presence, a diverse and international group of scholars explores the implications of such a turn. Two broad, overlapping perspectives emerge. In the first section, the contributions investigate how political representation relates to empowerment, either facilitating or interfering with the capacity of citizens to develop autonomous judgment in collective decision making. Contributions in the second section look at representation from the perspective of inclusion, focusing on how representative relationships and claims articulate the demands of those who are excluded or have no voice. It systematically re-examines the underpinnings of rational-choice analyses of electoral competition, as well as the misapplication of standard party models as the 'catch-all party.' Several chapters reexamine existing models of parties and party typologies, particularly with regard to the capacity of commonly used concepts to capture the wide variation among parties that exist in old and new democracies today, and with regard to their ability to deal adequately with the new challenges that parties are facing in rapidly changing political, social and technological environments. In particular, two detailed case studies demonstrate how party models are significant not only as frameworks for scholarly research, but also insofar as they can affect party performance.
