Book excerpt: This book is a first sustained effort to render an understanding of Maltese history, especially that of the 1920s and 1930s, from an Italian as well as a British (and naturally a Maltese) perspective. The British National Archives, as the Public Record Office at Kew has come to be known, is a superbly well-organised and relatively easily accessible power-house, where to work is a delight. However, the author was fortunate to have been given permission by Sig. Giulio Andreotti, then Minister of Foreign Affairs, to gain full access to the "Fascist" archive at Palazzo della Farnesina in Rome. When going through the stacks of documents in the late 1980s and early 1990s, its Malta sections clearly had been largely untouched, given the amount of rusty and firmly stuck paper clips and one or two vitally revealing sealed envelopes that he had to deal with, sometimes misleadingly indexed or unindexed. It brought back some memories of earlier delving into hitherto barely looked at papers or enclosures, including photographs, in the 1970s in Portugal Street (before Kew existed), with regard to an earlier period. Given the pivotal role played by Italy no less than by Britain in Malta's modern history, a rendering of Maltese history only or mainly from British sources is unbalanced and does not do it full justice. This is also true the other way round, more so when access to Maltese, English or even French sources is limited for reasons of language or otherwise. Improved Internet access to journal articles and other published sources, recently also made available to members of the academic corps and other researchers by the University of Malta Library, should help lessen breakdowns in communication, naturally always depending on linguistic competences and the right keywords.

The European Union is called upon to develop a major Mediterranean policy, both through the accession of new countries, and by means of a policy of neighbourhood or of privileged associations. The principal tool should be a cultural policy that serves as a bridge between east and west, north and south. A common policy to spread the values contained in the project of the European constitution. In its motto «United in diversity», the Union recognises diversity as its most valuable asset. The countries of Mediterranean Europe, with their experience and their knowledge, can make a precious contribution to this policy. This book, the fruit of international co-operation among 20 researchers, offers a contribution to the study of Mediterranean Europe not only in the historic, economic, demographic and politological ambit, but also in the sphere of international relations and cultural policy.

Book excerpt: Gibraltar is an Overseas Territory of the UK within the EU, which has for three centuries been at the centre of a dispute between Britain and Spain, a dispute based on traditional perceptions of sovereignty. Hitherto the dispute has been managed in a predominantly bilateral way, but this has prevented the people of Gibraltar having an equal say on the issue of Gibraltar's sovereignty and decolonisation. It has produced a paradox of governance and constitutionalism that encases the Gibraltar people. This book considers the effects of sovereignty and the culture of bilateralism on the dispute, and examines the resulting deficits of governance and democracy. In assessing the evolution of the themes underlying the dispute it asks how its resolution might be facilitated by the application of ideas drawn from the modern legal context of late sovereignty, pluralism and stateless nationalism, suggesting that a productive trilateral approach and recognition of the legal and societal context could enable an enduring settlement. The author marries theories from international relations, constitutional law and public international law in the context of modern literature on sovereignty and nationalism, applying these theories to the case-study of Gibraltar with emphasis on constitutionalism in its international and EU context to produce a ground-breaking addition to the literature on stateless nationalism, late sovereignty and constitutional pluralism. As such it also complements recent studies of sub-state societies, regions or nations within Europe and elsewhere, including Catalunya, the Basque Country and Scotland and Wales, and in the broader Commonwealth context, other British overseas territories. The book appears within the framework of a research project on the cultural construction of community in modernisation processes in comparison.
