However, the NATO today is not longer that of 1949. After the collapse of communism and the Soviet Union, NATO had to reinvent itself politically for the initial challenges of the post-Cold War era. It reviews the European security environment, the evolution of NATO and its post-Cold War transition, the development of PfP and its relationship to NATO expansion and the Euro-Atlantic Partnership Council (EAPC). PfP is exceeding the objectives set for the program: transparency in defense planning and budgeting, civil control of military forces, non-combat operations, cooperative military relations between NATO and partners, and force interoperability. PfP continues to evolve. It draws NATO and partners closer thus creating a more secure and stable Europe. Changes and improvement in PfP will continue to occur as the Alliance's roles and missions adapt to the dynamic environment in Europe. After extensive review of available literature, I propose the following recommendations: (1) the EAPC expand its political dialogue and allow partners a greater voice in the planning and execution of security actions, (2) EAPC and PfP focus greater emphasis on crisis prevention, (3) NATO and EAPC increase emphasis on arms control and disarmament, (4) NATO assign partner nation personnel to NATO subordinate commands and CJTFs, (5) NATO assist in moving ESDl from conceptual to operational status, and (6) NATO develop a sponsorship program for partner military units.

Professor Barany argues that, once it began, the Alliance should continue the enlargement process. Nevertheless he maintains that only states that satisfy NATO's membership criteria should be allowed to join. Through an extensive analysis of four countries, Bulgaria, Romania, Slovakia, and Slovenia who, at the time of the book's original publication in 2003 were NATO aspirants, Barany demonstrates that they were in several important respects unprepared for membership and that there was no pressing reason for NATO's haste. Barany argues that while NATO should be clear that its doors remain open to qualified candidates, the Alliance should hold off further expansion until prospective members will become assets rather than liabilities.

But with the dramatic changes that began in 1989, an identity crisis has plagued NATO. Whereas the Cold War years had essentially defined who would be fighting whom in a future conflict, the uncertain post-1989 years are introducing new and possibly calamitous variables. Despite the fact that hardly a voice has been heard calling for its dissolution and that states from the former Warsaw Pact are seeking membership, NATO's members face the demanding task of defining the new strategic challenges and formulating appropriate policies and responses.
