Book excerpt: It is now widely accepted that the world is likely to face a major water crisis unless the present management practices are improved very significantly. Promoted extensively by donors and international institutions over the past 15 years, integrated water resources management (IWRM) has been assumed explicitly to be "the" solution for managing the limited water resources of the world. Hundreds of millions of dollars have now been spent in promoting IWRM in developing countries. However, no serious and objective analysis has ever been undertaken as to whether IWRM has made water management more efficient and equitable in any region of the world than otherwise may have been the case. This pioneering analysis indicates that IWRM has not only been unsuccessful in Latin America, but also is highly unlikely to succeed in the future. The reasons and constraints for this failure are outlined. This book previously appeared as a special issue of the International Journal of Water Resources Development.

Though overall water resource availability in the country is good, the country's ability to monitor groundwater and surface water is deteriorating, enforcement under the existing water permit system is weak, conflicts loom over water use in the agriculturally important Ararat valley, and climate change continues to exert pressure. The performance of the irrigation, hydropower, municipal, industrial, and environment sectors depends on the judicious and coordinated wise use of the country's water resources. Recognizing the importance of integrated water resources management (IWRM), the government of Armenia has introduced over the last decade major institutional and policy reforms. These reforms provide a strong legislative foundation and framework for ensuring good management and development of water resources in the country. Despite this, further institutional strengthening is needed to fulfill the vision of this legislative framework. Toward Integrated Water Resources Management in Armenia identifies the challenges in the different water subsectors, reviews the current institutional framework and implementation of relevant water-sector policies, and makes recommendations for the next steps to strengthen water resources management in the country. The book's overall goal is to provide guidance to the government and to donors to help enhance Armenia's future water security.

These include the adoption of modern water management concepts, such as integrated water resources management and forms of water governance, which are strongly promoted and sometimes also imposed by various international organizations. Transfers also occur within the scope of development aid or for the purpose of creating business opportunities. In addition, many research organisations, consultancies and governmental agencies are involved in cross-border work. The purpose of this book is therefore to present practical examples of the transfer of modern water management from one locality to another and to critically discuss the transferability of policy and governance concepts by analysing the contextual needs and factors. Case studies are included from North America, Europe, the Middle East and Asia. It is argued that in many cases context matters in water management and that there is no panacea or universal concept that can be applied to all countries or regions with different political, economic, cultural and technological contexts.
