A core theme that runs through the work is that the ACP’s partnership with the EU remains an important framework for addressing development challenges in the African, Caribbean, and Pacific regions, but needs to adapt to changes in the global political economy, as well as internal developments in both the ACP and the EU, to sustain its relevance and effectiveness. This is crucial for the ACP group, in particular, given its origins in, and core focus on, development cooperation with Europe. The authors in this volume examine the history of the ACP-EU partnership since 1975; the EU’s relationship with the African, Caribbean, and Pacific regions individually; ACP experiences with economic partnership agreements with the EU; and new political issues, in particular, security, migration, and diasporas. Book excerpt: Since 2000 the cooperation between the European Union (EU) and the African, Caribbean and Pacific (ACP) states has been governed through the Cotonou Partnership Agreement. This article complements existing research that focuses on Brussels-based stakeholders with an analysis drawing on the existing literature and on stakeholders' perceptions of ACP-EU cooperation and ACP institutions gathered via interviews in nine ACP countries. The findings presented observe a social disconnect between, on the one hand, the Cotonou Partnership Agreement's institutions and Brussels-based representatives, and, on the other hand, the broad-based and multistakeholder partnership they are tasked to promote. The article points to low levels of support in ACP countries, particularly in Africa, to continued ACP-EU cooperation in its present form, and stresses the need for an open and participatory process of reviewing and reshaping ACP-EU relations.

The agreement consists of a basic framework of 100 articles supplemented by Annexes, Protocols, annexes to protocols, single and joint declarations integral to the legal text. This wealth of information makes the agreement both complex and difficult to follow. It is this complexity which has given rise to the production of this User's Guide to the Cotonou Agreement. By way of a simple question and answer format, the guide simplifies the agreement making it more accessible to end users, who include, amongst others, policy-makers, the private sector and other stakeholders, thereby making greater use of resources and enhancing the opportunities available under the agreement.

Despite the EU’s huge market power, it had limited success with the EPAs; an outcome that confounds materialist narratives equating trade power with market size. Why was the EU unable to fully realise its prospectus for trade and regulatory liberalisation through the EPA negotiations? Emphasising the role of social legitimacy in asymmetrical North–South trade negotiations, Murray-Evans sets the EPAs within the broader context of an institutionally complex global trade regime and stresses the agency of both weak and strong actors in contesting trade rules and practices across multilateral, regional and bilateral negotiating settings. Empirical chapters approach the EPA process from different institutional angles to explain and map the genesis, design, promotion and ultimately limited impact of the EU’s ambitious prospectus for the EPAs.
