Book excerpt: Fostering a transatlantic renaissance to salvage the Western alliance Is the Western alliance, which brought together the United States and Europe after World War II, in an inevitable state of decline, and if so, can anything be done to repair it? There seems little doubt that fragmentation of the Western alliance was under way even before Donald Trump's unorthodox policy making broadened the schism. Opinions differ as to the next step, however, with some taking the current divisions as a given and advocating the creation of a new group of like-minded democracies that would exclude the United States, while others seek to exploit the rift in hopes of furthering their own nationalistic ambitions for a post liberal world. The authors outline a "transatlantic renaissance," in which U.S. and European leaders would work together to craft a new Atlantic Charter that would restore the liberal objectives that animated the Western alliance for more than seven decades. Modernizing institutional relationships across the Atlantic should help both the United States and Europe address common challenges jointly and improve burden sharing. The world needs a vibrant and energetic West to protect fundamental values from illiberal forces, both internal and external.

First has been the rise of China as a larger source of imports and production partner than Mexico. Second has been the rise of security concerns since September 11, 2001. The result has been much stronger integration between Canada and the US than with Mexico. Migration issues are now linked with security, which has risen to a top priority in the international agenda. While liberalization has furnished strong economic incentives for integration, it has not provided a sufficient guide for the political process, which requires leadership and appropriate institutions to coordinate and regulate the special interest groups. A coherent and effective North American integration would be a valuable asset in the context of global integration and competition, yet the issues involved are quite complex and varied. North American Integration: An Institutional Void in Migration, Security and Development examines the current state of North American integration. Editors Gaspare M. Genna and David A. Mayer-Foulkes gather an international group of experts to give a broad, coherent picture of the current, multifaceted process of integration, and find that institutional development is an essential component. Divided into three sections, the book: - Discuss the determinants of integration and shows that the institutional characteristics of the three countries, including democracy and basic rights, are the most important. - Provides examples of institutional building in contexts for which institutions are lacking, specifically labor, migration and health issues. - Examines issues such as overall security arrangements, trade, drug related violence, energy, and the continuing wage gap among the countries, which have an important bearing on integration.

This long history of asymmetry has created a Mexican distaste for "American arrogance" and an American vision of Mexico as its "backyard," and has damaged political negotiations, trade pacts, and capital flows, as suspicions and protectionism have undermined diplomacy. Despite this, the two nations remain joined at the hip: more than 80 percent of Mexico's exports are to the United States, and the majority of foreign investment in Mexico comes from America.In Unequal Partners, Sidney Weintraub examines the current relationship of Mexico and the United States as one of sustained dependence and dominance. The chapters examine the consequences of this imbalance in six major policy areas: trade; investment and finance; narcotics; energy; migration; and the border. The book begins in 1954 when the Mexican "growth miracle" was at its apex, and proceeds to the present. Special attention is paid to the post-1982 debt crisis era, when Mexico began a more outward-looking trade policy.As this study reveals, Mexico has often been its own worst enemy in foreign relations. Over the past thirty years, the country has been plagued by debt, currency fluctuations, tax collection problems, political corruption, and state-controlled business monopolies that block foreign investment and importation. These factors have created an environment of instability, damaged outside perceptions, and weakened Mexico's bargaining position. Weintraub considers future policy changes that would help Mexico to level the playing field. Improving the education system, he argues, will benefit nearly every other activity and institution, and opening the oil market to private investment and technology will help develop deep-water drilling and revitalize this significant export commodity. In foreign relations, Mexico must be assertive-as it has been in easing U.S. restrictions on goods traded through NAFTA, and demanding U.S. aid to fight drug cartels-not passive, as it currently is on U.S. anti-immigration policy and the proposed border wall. Perhaps most importantly, the study points to the deeper development of policies that are proactive and outward looking.

Book excerpt: The 1920s and 1930s saw the birth of modernism in the United States, a new aesthetic, based on the principles of the Bauhaus in Germany: its merging of architecture with fine and applied arts; and rational, functional design devoid of ornament and without reference to historical styles. Alfred H. Barr Jr., the then 27-year-old founding director of the Museum of Modern Art, and 23-year-old Philip Johnson, director of its architecture department, were the visionary young proponents of the modern approach. Shortly after meeting at Wellesley College, where Barr taught art history, and as Johnson finished his studies in philosophy at Harvard, they set out on a path that would transform the museum world and change the course of design in America. The Museum of Modern Art opened just over a week after the stock market crash of 1929. In the depths of the Depression, using as their laboratories both MoMA and their own apartments in New York City, Barr and Johnson experimented with new ideas in museum ideology, extending the scope beyond painting and sculpture to include architecture, photography, graphic design, furniture, industrial design, and film; with exhibitions of ordinary, machine-made objects (including ball bearings and kitchenware) elevated to art by their elegant design; and with installations in dramatically lit galleries with smooth, white walls. Partners in Design, which accompanies an exhibition opening at the Montreal Museum of Fine Arts in April 2016, chronicles their collaboration, placing it in the larger context of the avant-garde in New York—1930s salons where they mingled with Julien Levy, the gallerist who brought Surrealism to the United States, and Lincoln Kirstein, co-founder of the New York City Ballet; their work to help Bauhaus artists like Josef and Anni Albers escape Nazi Germany—and the dissemination of their ideas across the United States through MoMA’s traveling exhibition program. Established in the largest administrative overhaul since World War II, the Department of Homeland Security was charged with keeping the United States safe within a wider security community, but confronted the Washington Consensus-based Western Hemisphere free trade movement, beginning with the North American Free Trade Agreement (NAFTA) and extending to the Central American Free Trade Agreement (CAFTA) in 2003, to materialize a Free Trade Area of the Americas (FTAA) compact. Whether 9/11 restrictions impeded these trade-related thrusts or not, embracing neoliberalism permitted Canada and Mexico to pursue their own initiatives, such as proposing free-trade to the US—Canada in 1985, Mexico in 1990, but, as during the Cold War, security imperatives ultimately prevailed. This work investigates Canada's and Mexico's Department of Homeland Security responses through three bilateral studies of policy responses along comparative lines, case studies of security and intelligence apparatuses in each of the three countries, and a post-9/11 trilateral assessment. Ultimately, they raise a broader and more critical North American question: Will regional economic integration continue to be trumped by security considerations, as during the Cold War era, and thereby elevate second-best outcomes, or rise above the constraints to reassert the unquenchable post-Cold War thirst for unfettered markets replete with private enterprises, liberal policies, and full-fledged competitiveness?
