Men are harassed and killed, their property is confiscated, thanks to Enemy Property Act, and women are kidnapped/ raped leaving the hapless Hindu community ask the question: "Aamago lokera jai koi (Where do my people go)?". The research for this was painstaking and painful for the author, as the authorities remained in near complete denial that a systematic persecution of the Hindu community was and remains, virtually, a daily affair.

Times Literary Review Between January and August 1947 the conflicting political, religious and social tensions in India culminated in independence from Britain and the creation of Pakistan. Those months saw the end of ninety years of the British Raj, and the effective power of the Maharajahs, as the Congress Party established itself commanding a democratic government in Delhi. They also witnessed the rushed creation of Pakistan as a country in two halves whose capitals were two thousand kilometers apart. The roots of much of the violence in the region today, and worldwide, are in the decisions taken that year. Not only were those decisions controversial but the people who made them were themselves to become some of the most enduring characters of the twentieth century. Gandhi and Nehru enjoyed almost saint like status in India, and still do, whilst Jinnah is lionized in Pakistan. The British cast, from Churchill to Attlee and Mountbatten, find their contribution praised and damned in equal measure. Yet it is not only the national players whose stories fascinate. Many of those ordinary people who witnessed the events of that year are still alive. Although most were, predictably, only children, there are still some in their late eighties and nineties who have a clear recollection of the excitement and the horror. Illustrating the story of 1947 with their experiences and what independence and partition meant to the farmers of the Punjab, those living in Lahore and Calcutta, or what it felt like to be a soldier in a divided and largely passive army, makes the story real. Partition will bring to life this terrible era for the Indian Sub Continent.

In this highly readable account of the partition in the Punjab, Neeti Nair rejects the idea that essential differences between the Hindu and Muslim communities made political settlement impossible. Far from being an inevitable solution, the idea of partition was a very late, stunning surprise to the majority of Hindus in the region. In tracing the political and social history of the Punjab from the early years of the twentieth century, Nair overturns the entrenched view that Muslims were responsible for the partition of India. Some powerful Punjabi Hindus also preferred partition and contributed to its adoption. Almost no one, however, foresaw the deaths and devastation that would follow in its wake. Though much has been written on the politics of the Muslim and Sikh communities in the Punjab, Nair is the first historian to focus on the Hindu minority, both before and long after the divide of 1947. She engages with politics in post-Partition India by drawing from oral histories that reveal the complex relationship between memory and history—a relationship that continues to inform politics between India and Pakistan.

Book excerpt: Partition theorists argue that when violent ethnic conflict is intense, civil politics cannot be restored unless ethnic groups are demographically separated into defensible enclaves. The empirical evidence suggests otherwise.Some theorists of ethnic conflict argue that the physical separation of warring ethnic groups may be the only possible solution to civil war. Without territorial partition and (if needed) forced population movements, they argue, ethnic war cannot end and genocide is likely.Other scholars have counterargued that partition only replaces internal war with international war, creates undemocratic successor states, and generates tremendous human suffering.So far this debate has been informed by few important case studies.Sambanis uses a new set of data on civil wars to identify the main determinants of ethnic partitions and to estimate their impact on the probability of wars recurrence, on low-grade ethnic violence, and on the political institutions of successor states.Sambanis's analysis is the first large-sample quantitative analysis of the subject, testing the propositions of partition theory and weighing heavily on the side of its critics.He shows that almost all the assertions of partition theorists fail to pass rigorous empirical tests.He finds that, on average, partition does not significantly reduce the probability of new violence. A better strategy might be to combine ethnic groups, but most important is to establish credible and equitable systems of governance.It is also important not to load the strategy with subjective premises about the necessity of ethnically pure states and about the futility of interethnic cooperation.This paper - a product of Public Economics, Development Research Group - is part of a larger effort in the group to study the economics of civil wars. Book excerpt: Partition—the physical division of territory along ethno-religious lines into separate nation-states—is often presented as a successful political "solution" to ethnic conflict. In the twentieth century, at least three new political entities—the Irish Free State, the Dominions (later Republics) of India and Pakistan, and the State of Israel—emerged as results of partition. This volume offers the first collective history of the concept of partition, tracing its emergence in the aftermath of the First World War and locating its genealogy in the politics of twentieth-century empire and decolonization. Making use of the transnational framework of the British Empire, which presided over the three major partitions of the twentieth century, contributors draw out concrete connections among the cases of Ireland, Pakistan, and Israel—the mutual influences, shared personnel, economic justifications, and material interests that propelled the idea of partition forward and resulted in the violent creation of new post-colonial political spaces. In so doing, the volume seeks to move beyond the nationalist frameworks that served in the first instance to promote partition as a natural phenomenon.
