In Federalism in Action, Donna E. Wood assesses how Canada’s public employment service is performing after responsibility was transferred from the federal government to provinces, territories, and Aboriginal organizations between 1995 and 2015. Drawing upon over twenty years of data, Wood reveals the governance choices provinces made, the reasons behind these choices, and the outcomes they achieved. Provincial decisions regarding employment programming is an important public policy issue about which little is known, and even less understood within the context of Aboriginal communities. Book excerpt: Geoffrey Garrett challenges the conventional wisdom about the domestic effects of the globalization of markets in the industrial democracies: the erosion of national autonomy and the demise of leftist alternatives to the free market. He demonstrates that globalization has strengthened the relationship between the political power of the left and organized labour and economic policies that reduce market-generated inequalities of risk and wealth. Moreover, macroeconomic outcomes in the era of global markets have been as good or better in strong left-labour regimes ('social democratic corporatism') as in other industrial countries. Pessimistic visions of the inexorable dominance of capital over labour or radical autarkic and nationalist backlashes against markets are significantly overstated. Electoral politics have not been dwarfed by market dynamics as social forces. Globalized markets have not rendered immutable the efficiency-equality trade-off.

Tosun also looks at the relationship between system transformation and the creation of environmental procuracies in both parts of the world. Environmental Policy Change in Emerging Market Democracies demonstrates that, although political and economic transformations have positively affected environmental policy in both regions, the extent of policy change varies considerably across Central and Eastern Europe and Latin America. At the same time, as Tosun argues, economic integration has acted as a major driver of a stronger governmental enforcement commitment as expressed by the creation of environmental procuracies.

In Remaking Policy, Carolyn Hughes Tuohy advances an ambitious new approach to understanding the relationship between political context and policy change. Focusing on health care policy, Tuohy argues for a more nuanced conception of the dynamics of policy change, one that makes two key distinctions regarding the opportunities for change and the magnitude of such changes. Four possible strategies emerge: large-scale and fast-paced ("big bang"), large-scale and slow-paced ("blueprint"), small-scale and rapid ("mosaic"), and small-scale and gradual ("incremental"). As Tuohy demonstrates, these strategies are determined not by political and institutional conditions themselves, but by the ways in which political actors, individually and collectively, read those conditions to assess their prospects for success in the present and over time. Drawing on interviews as well as primary and secondary accounts of ten health policy cases over seven decades (1945—2015) in the US, UK, the Netherlands, and Canada, Remaking Policy represents a major advance in understanding the scale and pace of change in health policy and beyond.

In the first part of the book, the author investigates the sources of policy ideas that triggered ECEC changes in various national contexts. This is followed by a close analysis of cross-national variation in the implementation of ECEC policy in Canada and the USA. White argues that the primary mechanisms for policy change are grounded in policy investment logics as well as cultural logics: that is, shifts in public sentiments and government beliefs about the value of ECEC policies and programs are rooted in both evidence-based arguments and in principled beliefs about the policy. A rich, nuanced examination of the reasons motivating ECEC policy expansion and adoption in different countries, Constructing Policy Change is a corrective to the comparative welfare state literature that focuses on political interest alone.
