American voters have long been familiar with the phenomenon of the presidential frontrunner. In 2008, it was Hillary Clinton. In 1844, it was Martin Van Buren. And in neither election did the prominent Democrat win the party’s nomination. Insurgent candidates went on to win the nomination and the presidency, plunging the two-party system into disarray over the years that followed. In this book, Cedric de Leon analyzes two pivotal crises in the American two-party system: the first resulting in the demise of the Whig party and secession of eleven southern states in 1861, and the present crisis splintering the Democratic and Republican parties and leading to the election of Donald Trump. Yet in the 1980s and 1990s, established party systems in Peru and Venezuela broke down, leading to the elections of outsider Alberto Fujimori and anti-party populist Hugo Chavez. Focusing on these two cases, this book explores the causes of systemic collapse. To date, scholars have pointed to economic crises, the rise of the informal economy, and the charisma and political brilliance of Fujimori and Chavez to explain the changes in Peru and Venezuela. This book uses economic data, surveys, and experiments to show that these explanations are incomplete. Political scientist Jason Seawright argues that party-system collapse is motivated fundamentally by voter anger at the traditional political parties, which is produced by corruption scandals and failures of representation. Integrating economic, organizational, and individual considerations, Seawright provides a new explanation and compelling new evidence to present a fuller picture of voters' decisions and actions in bringing about party-system collapse, and the rise of important outsider political leaders in South America.

It examines the origins and nature of Labour’s crisis in the 1980s, showing how the split leading to the formation of the SDP was merely a manifestation of deeply rooted problems which went back many years. It argues that this crisis had three distinct but interrelated aspects: first, the ideological schism within the party, which had grown in intensity over time; second, the electoral crisis, which produced the worst electoral performance at the 1983 general election since 1918; and, third, the membership crisis arising from the fact that the party had been losing more than 11,000 individual members per year on average since 1945. Using elite and mass surveys the book demonstrates the link between these crises and Labour’s policy performance in office set against a background of rapid economic decline.

Book excerpt: Democracy in Crisis explores one of the world's greatest failures of democracy in Germany during the so-called Weimar Republic, 1919–33—a failure that led to the Third Reich. For more than a decade after World War I, liberalism, nationalism, conservatism, social democracy, Christian democracy, communism, fascism, and every variant of these movements struggled for power. Although Germany's constitutional framework boldly enshrined liberal democratic values, the political spectrum was so broad and fully represented that a stable parliamentary majority required constant negotiations. The compromises that were made subsequently alienated citizens, who were embittered by national humiliation in the war and the ensuing treaty and struggling to survive economic turmoil and rapidly changing cultural norms. As positions hardened, the door was opened to radical alternatives. In this game, students, as delegates of the Reichstag (parliament), must contend with intense parliamentary wrangling, uncontrollable world events, street fights, assassinations, and insurrections. The game begins in late 1929, just after the U.S. stock market crash, as the Reichstag deliberates the Young Plan (a revision to the Treaty of Versailles that ended World War I). Students belonging to various political parties must debate these matters and more as the combination of economic stress, political gridlock, and foreign pressure turn Germany into a volcano on the verge of eruption.

With the negative effects of the economic crisis being seen to translate into changes in voting patterns, and citizens using elections to punish parties in government for their roles in economic mismanagement or lack of response to the global economic crisis, a broad examination is required. This book is presented as the first comparative study of the effects of the political crisis on candidate selection covering a large number of countries. Using an integrated framework and unified strategy, it examines how new relevant political actors are really implementing participative ways of candidate selection, whether they are being innovative in their political environments and the extent to which traditionally mainstream parties are changing selection procedures to have more open and inclusive mechanisms as part of internal, or intra-party, democracy. The book illuminates these issues through empirically driven chapters explaining changes in the way candidates for parliaments are selected in countries where new parties have emerged and consolidated, or where traditional mainstream parties have adopted new mechanisms of selection affecting (if not challenging) traditional politics. Additionally, therefore, this work will serve as a response to some current debates in the discipline on the consequences of the democratization of party life, relating political participation and representation. Stephens offer the most systematic examination to date of the origins, character, effects, and prospects of generous welfare states in advanced industrial democracies in the post—World War II era. They demonstrate that prolonged government by different parties results in markedly different welfare states, with strong differences in levels of poverty and inequality. Combining quantitative studies with historical qualitative research, the authors look closely at nine countries that achieved high degrees of social protection through different types of welfare regimes: social democratic states, Christian democratic states, and "wage earner" states. In their analysis, the authors emphasize the distribution of influence between political parties and labor movements, and also focus on the underestimated importance of gender as a basis for mobilization. Building on their previous research, Huber and Stephens show how high wages and generous welfare states are still possible in an age of globalization and trade competition.

Book excerpt: Across Western Europe, the global financial crisis of 2008 and its aftermath not only brought economic havoc but also, in turn, intense political upheaval. Many of the political manifestations of the crisis seen in other Western and especially Southern European countries also hit Spain, where challenger parties caused unprecedented parliamentary fragmentation, resulting in four general elections in under four years from 2015 onwards. Yet Spain, a decentralised state where extensive powers are devolved to 17 regions known as ‘autonomous communities’, also stood out from its neighbours due to the importance of the territorial dimension of politics in shaping the political expression of the crisis. This book explains how and why the territorial dimension of politics contributed to shaping party system continuity and change in Spain in the aftermath of the financial crisis, with a particular focus on party behaviour. The territorial dimension encompasses the demands for ever greater autonomy or even sovereignty coming from certain parties within the historic regions of the Basque Country, Catalonia and, to a lesser extent, Galicia. It also encompasses where these historic regions sit within the broader dynamics of intergovernmental relations across Spain’s 17 autonomous communities in total, and how these dynamics contribute to shaping party strategies and behaviour in Spain. Such features became particularly salient in the aftermath of the financial crisis since this coincided with, and indeed accelerated, the rise of the independence movement in Catalonia.

Frances Rosenbluth and Ian Shapiro argue that devolving power to the grass roots is part of the problem. Efforts to decentralize political decision-making have made governments and especially political parties less effective and less able to address constituents’ long-term interests.
