Cycles of crisis and reform, of conflict and change, have marked Mexico’s modern history. The final decades of the eighteenth, nineteenth, and twentieth centuries each brought efforts to integrate Mexico into globalizing economies, pressures on the country’s diverse peoples, and attempts at reform. The crises of the late eighteenth century and the late nineteenth led to revolutionary mobilizations and violent regime changes. The wars for independence that began in 1810 triggered conflicts that endured for decades; the national revolution that began in 1910 shaped Mexico for most of the twentieth century. In 2000, the PRI, which had ruled for more than seventy years, was defeated in an election some hailed as “revolution by ballot.” Mexico now struggles with the legacies of a late-twentieth-century crisis defined by accelerating globalization and the breakdown of an authoritarian regime that was increasingly unresponsive to historic mandates and popular demands. Leading Mexicanists—historians and social scientists from Mexico, the United States, and Europe—examine the three fin-de-siècle eras of crisis. They focus on the role of the country’s communities in advocating change from the eighteenth century to the present. They compare Mexico’s revolutions of 1810 and 1910 and consider whether there might be a twenty-first-century recurrence or whether a globalizing, urbanizing, and democratizing world has so changed Mexico that revolution is improbable. Reflecting on the political changes and social challenges of the late twentieth century, the contributors ask if a democratic transition is possible and, if so, whether it is sufficient to address twenty-first-century demands for participation and justice. The key to sustained and equitable development in Latin America is high quality education for all. However, coalitions favoring quality reforms in education are usually weak because parents are dispersed, business is not interested, and much of the middle class has exited public education. In Routes to Reform, Ben Ross Schneider examines education policy throughout Latin America to show that reforms to improve learning--especially making teacher careers more meritocratic and less political--are possible. Several Andean countries and state governments in Brazil achieved notable reform since 2000, though on markedly different trajectories. Although rare, the first bottom-up route to reform was electoral. The second route was more top-down and technocratic, with little support from voters or civil society. Ultimately, by framing education policy in a much broader comparative perspective, Schneider demonstrates that contrary to much established theory, reform outcomes in Latin America depended less on institutions and broad coalitions, but rather--due to the emptiness of the education policy space--on more micro factors like civil society organizations, teacher unions, policy networks, and technocrats.

Challenging this widely held view, Raanan Rein asserts that there was greater Jewish support for Perón than previously believed, and that fewer antisemitic incidents took place in Argentina during Perón's rule than during any other period in the twentieth century. Recovering the silenced voices of Jewish Argentines who supported Peronism from the beginning, Populism and Ethnicity is a historical, sociological, and political analysis that describes the many positive changes experienced by the Jewish community as a direct result of Perón's presidencies. Perón and his wife Eva gave numerous speeches denouncing antisemitism, and Perón's Argentina was the first Latin American country to open an embassy in the newly established State of Israel. Arguing that no president before Perón so unambiguously rejected discrimination against Jews, Rein shows that many Jews secured more important posts in government in the 1940s and 1950s than in previous years, among them members of the Argentine Jewish Organization, which became a section of the ruling Peronist party. Book excerpt: Mediterranean states are often thought to have 'democratised' only in the post-war era, as authoritarian regimes were successively overthrown. On its eastern and southern shores, the process is still contested. Re-imagining Democracy looks back to an earlier era, the late eighteenth and early nineteenth centuries, and argues it was this era when some modern version of 'democracy' in the region first began. By the 1860s, representative regimes had been established throughout southern Europe, and representation was also the subject of experiment and debate in Ottoman territories. Talk of democracy, its merits and limitations, accompanied much of this experimentation - though there was no agreement as to whether or how it could be given stable political form. Re-imagining Democracy assembles experts in the history of the Mediterranean, who have been exploring these themes collaboratively, to compare and contrast experiences in this region, so that they can be set alongside better-known debates and experiments in North Atlantic states. States in the region all experienced some form of subordination to northern 'great powers'. In this context, their inhabitants had to grapple with broader changes in ideas about state and society while struggling to achieve and maintain meaningful self-rule at the level of the polity, and self-respect at the level of culture. Innes and Philip highlight new research and ideas about a region whose experiences during the 'age of revolutions' are at best patchily known and understood, as well as to expand understanding of the complex and variegated history of democracy as an idea and set of practices.
