Book excerpt: The research highlights the urgency of communicating information about climate change, and to seeks to advance generalized knowledge about alternatives to mainstreaming land-use, climate adaptation, and vulnerability in participatory planning processes. [EH1] [EE2] It examines the state-led community-based planning process under the program City for Us (2005-2007), that took place in the state of Goiás, Brazil. My l[EH3] [EE4] eading argument contemplates that vulnerability assessments developed through community-based planning processes might pave the way to further mainstreaming climate change adaptation in planning processes. The research investigates whether the planning process integrates vulnerability in the land-use discussion by the participants of the program. This research aimed to answer the question "How do land-use practices discussed in City for Us participatory planning processes relate to vulnerability, and what does this mean for how vulnerability can be relevant in other participatory planning." The arguments for adaptation in this research are advanced through the lens of the social sciences, wherein the element vulnerability considers processes, practices, and governance-inequity issues. I investigate the vulnerability of human systems, which have experienced some sort of climate and or non-climate stress with limited capacity to cope or adapt. The vulnerability framework guiding the investigation encompasses the "architecture of entitlements" and "pressure and release" traditions in the climate change adaptation literature, which better suit the focus of the investigation than the "sustainable livelihood" and "socio-ecological" traditions. The exploratory design used in the research advances the qualitative paradigm that guides the ontology, epistemology, and methodology of my investigation, which is in unison with the constructionist perspective in the climate change adaptation literature that vulnerability is socially constructed. The analytical process combines an adapted constant comparative analysis, and a theoretical framework of vulnerability. Data collection methods include semi-structured interviews with purposely selected respondents that represented cities within the Goiânia Metropolitan Region while participants of the program City for Us. Journaling, field notes, and memos were also used. Triangulation materials are drawn from Brazilian's national and state surveys, database, and archives including toolkits and publications used through the implementation of the program City for Us. The research found that vulnerability assessments developed through participatory planning processes facilitate further mainstreaming climate change adaptation, wherein policy makers and planners introduce more robust climate-related measures in further planning revisions. Research limitations concerned time and budget, accessibility to and availability of respondents, unintended pre-conceived theoretical frameworks, and the researcher's positionality and roles. The research improves methodological frameworks for development of and revision of master plans, development policies, and development of capacity building initiatives that engages policy makers, managers and planning professionals, and the community at large in the advancement of climate adaptation. This methodology is appropriate because Cerrado agriculture has been developed from scratch in a vast, previously barren area (204.7 million ha.) in which a spatial transformation has taken place. Until 40 years ago, this region, with its huge expanse of tropical savanna was believed to be unsuited to agriculture. Now, however, it has been transformed into an immense breadbasket, contributing to the mitigation of global food shortages. It also has contributed to the inland development of Brazil, promoting urbanization with a higher living standard and modern production techniques. This book identifies critical factors that enabled the transformation of the Cerrado. To understand the process of agricultural development and the formation of agro-industrial value chains, spatial economics and related approaches are essential because the process involves spatial interactions such as transportation, supply chains, knowledge spillovers, environmental constraints, migration, and urbanization. The book demonstrates that the initial development of Cerrado agriculture was a genuine spatial transformation with contributions from pioneering producers, agribusinesses, and central and local governments, as well as through international cooperation. It also discusses agriculture and agro-industrial value chains focusing on inclusive and sustainable development, a major concern of the international community particularly in terms of the Sustainable Development Goals.

Aby planning framework for annalysing investment opportunities in such a region must emphasize sustainable development. This implies a shift from the traditional single agricultural expansion objective approach, to a multiple objective approach such as that described in this thesis. The main objective of this study was to develop an appropriate planning framework for quantifying the effects of new crop farm development proposals for the Cerrado region, from a multiple objective perspective. Ets practical implementation depends on the following: the generation of specific experimental data on rice, maize, wheat and soybean crops and reliable planning framework, the development of experiences concerning environmental quality and social impact analysis by Brazilian researchers, and training of planning framework users for the enlightenment of policy makers. The study was carried out from the point of view of systems theory, and the chosen research approach integrates a set of different modelling techinques within the developed planning framework. The appliction of a such planning frmework for the Paracatu Planicie area was orientated to the final selection (among nine alternatives) of the most appropriate farming system for adoption. It ran from January 2012 through December 2016. Brazil and Brazil’s Northeast in particular suffered from a severe drought period from 2012 onwards. Management and governance of natural resources faced serious challenges related to access to water. Important long-term drivers that call for recurrent adaptation of actions are land use change, population growth, climate change, and conflicts from the multiple uses of water. The scientific project addressed this complex situation through research aimed at suggesting practices and pathways towards ecologically and socioeconomically sound management of land, water and biodiversity. The INNOVATE project had one focus on the entire watershed of the São Francisco River and another one on a portion of the watershed – the Itaparica Reservoir and the semi-arid area north of the artificial lake. Researchers with different backgrounds worked within their disciplines, in groups (interdisciplinary) and together with stakeholders (transdisciplinary). The Guidance Manual is a compilation of actor-relevant content extracted from the scientific research results. Most recommendations put forward can be adapted as principles and standards for reservoir and semi-arid regions elsewhere in the world. INNOVATE war ein umfassendes, bi-nationales Verbundforschungsprojekt zwischen Brasilien und Deutschland, mit einer Kernlaufzeit von Januar 2012 bis Dezember 2016. Im Jahr 2012 begann eine besonders schwere Dürreperiode, welche nicht nur den sowieso trockenen Nordosten Brasiliens traf, sondern auch weitere Teile des Landes. Die stark eingeschränkte Wasserverfügbarkeit wurde zum zentralen Thema von Management und Governance der natürlichen Ressourcen. Wichtige langfristige Treiber, welche eine kontinuierliche Anpassung des Handelns notwendig machen, sind Landnutzungsänderungen, Bevölkerungswachstum, Klimawandel und Konflikte um die verschiedenen Wassernutzungsansprüche. Im Projekt wurden Praktiken und Ansätze zur ökologisch und sozialökonomisch verträglichen Bewirtschaftung von Wasser, Land und Biodiversität entwickelt. Das Studiengebiet des INNOVATE-Projekts umfasste dabei das gesamte Wassereinzugsgebiet des São Francisco Flusses, wobei Feldforschung im semi-ariden Umland nördlich des Itaparica Stausees stattfand.
