Book excerpt: Following the endorsement of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) by the FAO Committee on Fisheries (COFI) in June 2014, and in line with Paragraph 13.6 of the SSF Guidelines promoting the development of regional plans of action for their implementation, a regional consultation was held to discuss the implementation of the SSF Guidelines in West and Central Africa. The objective of the consultation was to raise awareness of the important role of the small-scale fisheries sector and how this is addressed in the African Union’s Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS), the ECOWAS regional fisheries and aquaculture policy (under development with support from the FIRST programme), and the SSF Guidelines. It also provided an opportunity to share experiences and identify actions needed to support and promote small-scale fisheries in the CECAF region.

Living near to, and relying on, freshwater and marine aquatic species and environments, small-scale fisheries are at the heart of environmental conservation and stewardship – of caring for and sustainably using aquatic environments, managing fisheries for sustainable use, protecting and restoring local ecosystems, and working with others towards these goals. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development.
