Book excerpt: Following the endorsement of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) by the FAO Committee on Fisheries (COFI) in June 2014, and in line with Paragraph 13.6 of the SSF Guidelines promoting the development of regional plans of action for their implementation, a regional consultation was held to discuss the implementation of the SSF Guidelines in West and Central Africa. The objective of the consultation was to raise awareness of the important role of the small-scale fisheries sector and how this is addressed in the African Union’s Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS), the ECOWAS regional fisheries and aquaculture policy (under development with support from the FIRST programme), and the SSF Guidelines. It also provided an opportunity to share experiences and identify actions needed to support and promote small-scale fisheries in the CECAF region.

Book excerpt: Small-scale fisheries (SSF), including fishers and fishworkers together with their communities and organizations, are among the world’s most effective contributors to safeguarding aquatic resources and environments. Living near to, and relying on, freshwater and marine aquatic species and environments, small-scale fisheries are at the heart of environmental conservation and stewardship – of caring for and sustainably using aquatic environments, managing fisheries for sustainable use, protecting and restoring local ecosystems, and working with others towards these goals. The key role played by SSF organizations and fishing communities is well recognized in the Code of Conduct for Responsible Fisheries and in the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) which note that “States should recognize the role of small-scale fishing communities and Indigenous Peoples to restore, conserve, protect and co-manage local aquatic and coastal ecosystems.” Thanks to the active participation of many small-scale fishing communities and organizations, this publication draws on real-world examples of small-scale fisheries stewardship to highlight the various forms of stewardship, to outline ingredients of success in that stewardship, and to describe how policymakers and others can support those stewardship activities around the world.

These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. This book asks whether states can successfully “walk the talk,” and provides advice as to how they can do so. It investigates the relationships between livelihoods and coastal poverty and seeks to develop simple qualitative indicators to monitor the changes in these relationships over time. The key trends affecting the livelihoods of the poor in the coastal fishing communities in Orissa range across the whole spectrum of "assets" - i.e. the natural, physical, social, human and financial - and contribute to changes in terms of availability as well as access to the assets for the poorer stakeholders. This paper also examines the impact of seasonality and shocks upon the fisheries-based livelihoods and the importance and influence of various policies, institutions and processes in addressing the fishers' need to cope with their vulnerability context in a meaningful manner. It summarizes the various factors having an impact upon the livelihoods of the fishers and develops them into simple indicators relevant in assessing the changing patterns of poverty in fishing communities of Orissa.
