It deals in particular with the scope for building on traditional practices, through the participation of traditional fishing communities, as a means of improving the quality of river fishery management. The paper reviews the most frequently encountered problems of riverine fisheries such as over-fishing due to population pressure or migration, and artifically induced environmental factors such as dams, pollution and deforestation. It lays stress on the importance of studying fishing communities, as well as strictly biological factors, and presents a four-stage analysis of the evolution of traditional riverine fisheries. Several undesirable consequences of this typical evolution, both on the resource itself and on traditional fishing communities, are identified and illustrated by case studies from the Amazon and the Zambesi. Certain types of traditional management strategies are examined and assessed for their future utility. The current ineffectiveness of many existing government river fisheries management policies is noted, either as a result of lack of resources or because they are inappropriate, often rooted in outdated colonial legislation. The lack of both limited access measures and of participation by local fishing communities are highlighted as major deficiencies. The paper concludes by linking these two features as crucial components of durable river management strategies for the future, although other possibilities for management are also reviewed and assessed. Among the findings of the review are: (1) Co-management is associated with positive trends across a range of social, ecological and governance indicators; (2) While overall trends in co-management performance are positive, between years the outcomes experienced by fishers and community members vary substantially between positive experiences and improvements and negative experiences and declines; (3) There is substantial variation in the systems to which co-management is applied and the degrees of inclusion, agency, influence and authority of managing partners; (4) Impacts of co-management on environmental and resource condition, and on the livelihood and economic conditions are determined as much by macro-level drivers of change as by co-management; (5) Initiatives associated with improved or alternative livelihoods were frequent; (6) A history of institutional and policy change created conditions enabling co-management arrangements; (7) Co-management is associated with improvements to representation and inclusion of resource users and beneficiaries; (8) National and international commitments have been made to progress gender equity, women’s empowerment, and socially inclusive processes and outcomes; but substantial challenges remain in meeting them; (9) Co-management is generally associated with higher levels of buy-in and compliance by resource users; (10) Monitoring and evaluation should move towards best practice impact evaluation techniques; (11) Co-management arrangements for fisheries are widespread, diverse, dynamic and supported by a range of institutional structures and organizations.

Section 1 is based on a nationwide survey of reservoir habitats completed by the Reservoir Fisheries Habitat Partnership (RFHP). The RFHP canvassed agency professionals about various aspects of reservoir fish habitat degradation, and identified 12 comprehensive factors that captured most degradation. The sections developed in this document parallel these 12 factors to identify management practices that address the perceived degradation. Most sections are organized similarly: background information about the degradation factor is followed by a listing of alternative management practices. Deciding on appropriate management action can be complex because there are often several options for addressing degradation problems. Different options may have different cost, effectiveness, and consequences. A simplified decision model to choose among management options is suggested in section 12. Habitat management often goes far beyond the manpower available to agencies involved in reservoir habitat management, so suggestions on working with stakeholders are included in section 13. Ballpark costs of reservoir fish habitat management practices are given in the Appendix.
