Within the framework of the overall situation of rural communities, special attention is given to the consequences of the break-up of socialist patterns of agriculture and the prospects for private farming. Rural societies in Central and Eastern Europe are suffering a three-pronged attack from marketization: loss of local non-agricultural jobs, loss of agricultural jobs and loss of urban jobs for commuting workers. The choices that confront the rural population are stark. Either they succeed as family farmers, self-employed craftsmen or in small businesses, or they fail and retreat to subsistence agriculture. Only a minority will find employment in large industrial or service companies. Rural Transformation in Central Europe considers how these choices are made, who makes which choices, why some succeed and others fail, what interest groups are formed, and how political interests are articulated. Based on background papers on the economic, legal, political, and social context of rural transformations and on interviews conducted in villages in the Czech Republic, Hungary, Poland, and Slovakia, this highly original study should appeal to all those interested in the problems of transformation in Central and Eastern Europe.

The reforms were guided by ideals of romanticized society of family farmers; they were to be the basis of the rural middle-class, together with owners of non-agricultural SMEâ (TM)s, acting as guardians of democracy and common good. The guidelines were set by advisers from World Bank and IMF, who preferred family farms or individual farms over the collective enterprises. In most countries the result was nothing like those envisaged by reformers. Instead of efficient and productive family farms, the result was almost complete de-capitalization of agriculture and collapse of production. The reform was destructive not only as far as production is concerned, but more importantly to rural communities. Social ties, which were based on the collective farm as the main economic and social resource for local community, were eroded. Only from the turn of this decade some early stages have been visible of new developments in economic and social life in post-socialist rural areas. The result is that now, more than fifteen years since the beginning of agricultural reforms, the key agricultural producers in Russia, Baltic countries and elsewhere are very large capitalist farms or large agricultural holding companies. This anthology is based on the presentations given at the 5th Aleksanteri Conference 10 â " 11 November 2005 in Helsinki, Finland, and it is devoted to the analysis of some of these issues. The volume is divided into two parts, in the first part the focus is on the patterns and problems of transformation of post-socialist agriculture and agricultural policies while the second part is focuses mainly on efforts to revitalize rural communities and issues of local development.

The withdrawal of the state from many areas of life is increasing inequality between rural and urban people. Subnational inequalities within the rural sector are also growing." The transformation of Central and Eastern European agriculture started almost a decade ago. Looking back, it can be seen that the countries concerned made the right choice in setting their overall goals and policies for transition to a market economy, but the social costs have been high. Under the present economic and political conditions in the region, there is no alternative to the creation of a market economy based on private ownership. However, given the developments of the past eight years, it is clear that the initial expectations for transformation were overly optimistic and the transition process is far more complicated and complex than anyone imagined in 1991. The region's agrarian economy is still struggling to adjust to economic reality. This volume presents a fascinating overview of social assessments carried out in Central Asia and Turkey as they relate to the preparation of World Bank agricultural projects designed to support the transition of agriculture from a socialist, or semi-feudal, system to a modern market-conforming system. Taking a retrospective look at the agricultural transition in the region, one could come to the conclusion that the social aspects of the transition have been given short shrift. Increased social tensions created by the delayed reforms have brought these problems to the forefront of agricultural policy decisionmaking and have put pressure on the governments to solve them. This compendium not only provides a comprehensive review of the social problems emerging out of the transition in the regional rural sector, but it also identifies some of their root causes.
