Book excerpt: En cette période marquée par la signature des Contrats de ville, nouveau dispositif phare de la politique de la ville française, le thème de la participation des habitants des quartiers populaires revient sur le devant de la scène, dans un contexte marqué par une crise du système démocratique, et par un constat d'impuissance et d'inefficacité de la politique de la ville, depuis ses prémices il y a presque quarante ans. Si la participation des habitants est reconnue de manière quasi unanime comme bénéfique et indispensable aux projets dans les quartiers populaires, celle-ci s'est dans la plupart des cas résumée à des dispositifs d'information, de consultation, voire de concertation. Plusieurs exemples à l'international, avec notamment le concept de l'empowerment, la méthode du community organizing, et le recours aux budgets participatifs, laissent néanmoins entrevoir des opportunités d'évolution intéressantes pour la participation des habitants en France. L'exemple strasbourgeois est intéressant car depuis 2008, l'accent a été mis sur la démocratie participative et l'association des habitants, notamment dans le cadre du Programme National de Rénovation Urbaine (PNRU). Dans ce contexte, la stratégie participative menée sur les quartiers strasbourgeois de Hautepierre et de Cronenbourg dans le cadre de l'élaboration du Contrat de ville et du Nouveau Programme National de Renouvellement Urbain (NPNRU) entre avril et juillet dernier a permis de tirer plusieurs enseignements en vue de la future association des habitants dans la mise en oeuvre des Contrats de ville, avec un objectif revendiqué de co-élaboration des projets. Ainsi, plusieurs préconisations peuvent être émises, concernant notamment la gouvernance de la politique de la ville et les possibilités pour développer le “pouvoir d'agir” des habitants, afin de leur donner la place qu'il mérite dans les processus de projets et de reconnaître leur qualité d'expert d'usages au sein de ces quartiers.

New ideas and approaches are needed to tackle the severe and wicked problems with which contemporary societies are struggling. Especially in times of economic crisis, social innovation is regarded as one of the crucial elements needed to move forward. Our knowledge of its dynamics has significantly progressed, thanks to an abundance of studies on social innovation both general and sector-specific. However, despite the valuable research conducted over the past years, the systematic analysis of social innovation is still contested and incomplete. The questions asked in the book will be the following: 1. What is the nature of social innovations? 2.What patterns can be identified in social innovations emerging at the local level? 3.How is the emergence and spread of social innovations related to urban governance? More precisely, which conditions and arrangements facilitate and hinders social innovation? We explore these questions using different types of data and methods, and studying different contexts. In particular, we focus on innovations that aim at solving problems of the young unemployed, single parents and migrants. This analysis is based on original research carried out in the period 2010-2013 in the framework of a European project with a specific empirical research strategy. Research was carried out in 20 cities in 10 different European countries.
