Platforms, algorithms, and software offer to make participation easier, but new technologies have had the opposite effect. We find ourselves suspicious of how participation extracts our data or monetizes our emotions, and the more procedural participation becomes, the more it seems to recede from our grasp. In this book, Christopher M. Kelty traces four stories of participation across the twentieth century, showing how they are part of a much longer-term problem in relation to the individual and collective experience of representative democracy. Kelty argues that in the last century or so, the power of participation has dwindled; over time, it has been formatted in ways that cramp and dwarf it, even as the drive to participate has spread to nearly every kind of human endeavor, all around the world. The Participant is a historical ethnography of the concept of participation, investigating how the concept has evolved into the form it takes today. It is a book that asks, "Why do we participate?" And sometimes, "Why do we refuse?"

Contemporary societies within Europe face many challenges, including declining levels of voter turnout in elections, increased distrust of politicians, high levels of hate crime, intolerance and prejudice towards minority ethnic and religious groups, and increasing levels of support for violent extremism. These challenges threaten the legitimacy of democratic institutions and peaceful co-existence within Europe. Formal education is a vital tool that can be used to tackle these challenges. Appropriate educational input and practices can boost democratic engagement, reduce intolerance and prejudice, and decrease support for violent extremism. However, to achieve these goals, educationists need a clear understanding of the democratic competences that should be targeted by the curriculum. This book presents a new conceptual model of the competences which citizens require to participate in democratic culture and live peacefully together with others in culturally diverse societies. The model is the product of intensive work over a two-year period, and has been strongly endorsed in an international consultation with leading educational experts. The book describes the competence model in detail, together with the methods used to develop it. The model provides a robust conceptual foundation for the future development of curricula, pedagogies and assessments in democratic citizenship and human rights education. Its application will enable educational systems to be harnessed effectively for the preparation of students for life as engaged and tolerant democratic citizens. The book forms the first component of a new Council of Europe reference framework of competences for democratic culture. Based on his extensive ethnographic fieldwork, Canel examines how local activists in three low-income neighborhoods in that city dealt with the opportunities and challenges of implementing democratic practices and building better relationships with sympathetic city officials.

Although democratic institutions have been imported, participation in politics is deeply rooted in Thai village society. A contrasting strand of authoritarianism is present not only in the traditional culture of the royal court but also in the centralized bureaucracies and powerful armed services borrowed from the West. Both attitudes have helped to shape Thai democracy's specific character. This topical volume explores the importance of culture and the roles played by leadership, class, and gender in the making of Thai democracy. James Ockey describes changing patterns of leadership at all levels of society, from the cabinet to the urban middle class to the countryside, and suggests that such changes are appropriate to democratic government--despite the continuing manipulation of authoritarian patterns. He examines the institutions of democratic government, especially the political parties that link voters to the parliament. Political factions and the provincial notables that lead them are given careful attention. The failure to fully integrate the lower classes into the democratic system, Ockey argues, has been the underlying cause of many of the flaws of Thai democracy. Female political leadership, another imported notion, is better represented in urban rather than rural areas. Yet gender relations in villages were more equitable than at court, Ockey suggests, and these attitudes have persisted to this day. Successful women politicians from a variety of backgrounds have begun to overcome stereotypes associated with female leadership although barriers remain. With its wide-ranging analysis of Thai politics over the last three decades, Making Democracy is an important resource for both students and specialists.
