Book excerpt: This book provides an overview of governance and development in the Mesoamerican Region (MAR), the design and scope of the Plan Puebla Panamá (PPP), its relationship to pre-existing regional organisms and its transformation into Proyecto Mesoamérica. The PPP was introduced as a holistic project that would reverse the cycles of poverty in Mesoamerica. However, the plan incited huge opposition from many groups within Mesoamerica, and throughout its duration few of its objectives were met. The author analyses the plan and describes the regional setting and precursors, as well as the US policy towards the Mesoamerican countries. Using this approach with an analysis of governance in Mesoamerica, this monograph shows a more complete picture of why this ambitious development project did not reach its goals and draws applicable insights to other regions where governance is complex.

Quite often composed of randomly selected citizens, CAs, arguably, come as a possible answer to contemporary democratic challenges. Many actors seek to reinvigorate democracy with citizen participation and deliberation. CAs are expected to have the potential to meet this twofold objective. The increasing popularity of CAs call for a holistic reflection and evaluation on their origins, current uses and future directions. Book excerpt: Much of the scholarly and professional literature on development focuses either on the ‘macro’ level of national policies and politics or on the ‘micro’ level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the ‘meso’ level with a comparative exploration of the ways in which local institutions – municipalities, local governments, city authorities, civil society networks and others – have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book’s rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from ‘below’ by local actors contesting the ways in which the structures and processes of local governance are framed. The examples covered in this volume range from global cities, such as Mexico and Santiago, to remote rural areas of the Bolivian and Brazilian Amazon. As a result the book provides a deep understanding of the diversity and complexity of local governance and local development in Latin America, while avoiding the stereotyped claims about the impact of globalisation or the potential benefits of decentralisation, as frequently stated in less empirically grounded analysis.

It questions whether these regions are merely a strategy of neo-liberal adjustment to changing political and economic conditions, or whether they are indicative of true reform, greater citizen participation and empowerment. It provides a timely critical analysis of 'region-building' and the extent to which national processes of decentralization and sub-national processes of regionalism can enhance the effectiveness and responsiveness of governance.
